16 -- F-16 C MODEL AIRCRAFT COMPONENTS AND ACCESSORIES-RADAR SOL n/a POC Arthur B. Beasley/ Contracting Officer, Sandra Plamatier (937) 255-5445 This CBD announcement constitutes a modification to the Notice of Contracting Action published in the CBD on 12/19/97, #1996PR160006. This modification deletes the requirement to procure two (2) antennas and one (1) rack for the Systems Integration Lab and adds the requirement for a Dual Mode Transmitter. The purpose of this synopsis is to notify small businesses of potential subcontracting opportunities. The F-16 System Program Office (SPO), Aeronautical Systems Center (ASC), is planning to contract for three (3) AN/APG-68 radar systems for the FY98 aircraft. The Air Force is anticipating an award of a contract modification in the third quarter of FY98 to Northrop Grumman Corporation, Baltimore, MD. Northrop Grumman is the development and production contractor for the APG-68 radars for the F-16 aircraft. The contract modification will be issued undert the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The expected period of performance will be Oct 98 through Mar 01. Northrop Grumman will produce the APG-68 radars which include Programmable Signal Processors, Mod Low Power Radio Frequency LRU, Dual Mode Transmitter, Antenna and Rack. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contrating officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact Ms. Sandra Palmatier, ASC/YPKKB, 1981 Monahan Way, Bldg 12, Wright-Patterson AFB, OH 45433-7205 or by telephone at (937) 255-5445.
