Jefferies, Contracting Officer (telephone: 931-454-7841) This
procurement purchases four new double reduction gear drives and
gearboxes for the ASTF cooling tower system at Arnold Engineering
Development Center, Arnold AFB, Tennessee. The new drives will replace
four existing drives that are rated at 150 HP and 1775 RPM with a 16.7
to 1 reduction ratio. The contractor shall furnish new drives complete
with externally-mounted, electrically-driven oil pumps designed for
460V 3PH/60HZ electric service. The new gear drives must meet the
following requirements: rated for 150 HP with a service factor rating
of 2; a gear reduction ratio of 16.7 to 1, with an input shaft speed of
1775 RPM and an output shaft speed of 107 RPM 3%. Furnish hard cut
Klinglenberg or Gleason spiral cut bevel gearing for all gears and
drives. The gearboxes shall be designed for minimum external loading of
8,500 pound down thrust on the output shaft. The complete gearbox shall
be furnished with single component replacement capability for all
components. The gearbox manufacturer shall be ISO9001 certified, and
the gearbox and all components shall conform to an AGMA quality level
of not less than 9. The contractor shall warrant the complete gearbox
units for a period of one year following the date of installation or
eighteen months following the date of delivery, whichever occurs first.
The Government desires a delivery period no greater than 180 calendar
days following date of receipt of a written notice of contract award,
but preference will be given to any offerors willing to commit to a
shorter delivery period. This solicitation is a best value procurement.
This procurement is a re-solicitation of IFB F40650-97-B-0035, and
prospective offerors who responded in writing to the synopsis for that
solicitation will be automatically included on the source list. Any
responsible firm may submit a proposal that shall be considered.
Foreign participation is authorized. Any firm responding to this
announcement should do so in writing and should indicate whether or not
it is a small business and whetheror not it is a small disadvantaged
business. Prospective offerors may telefax requests for the
solicitation package to the attention of Mr. Lynn Jefferies at
931-454-7330. The estimated release date for the solicitation package
is 12 February 1998. An Ombudsman has been appointed to address
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The Ombudsman does not diminish
the authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
