(See CBD notice issued on 8/27/97 for Draft RFP). This RFP (Approach 3) will be released under Part 12 of the FAR, Acquisition of Commercial Item on or about February 3, 1998. The selected contractor(s) shall pilot innovative approaches that would enable and motivate individuals, practitioners, business, financial institutions, state govts., and other information exchange partners, who currently transact business with the IRS using paper-based media, to move to primarily electronic transactions. The pilots may include: providing burden and cost reduction measures such as electronic authentication; offering improved service such as providing an easily accessible method for obtaining an accurate and timely status on return processing and refund issuance; bundling related features such as electronic powers of attorney; increasing taxpayer confidence in the security and privacy of electronic transmissions through encryption; and expanding accepted forms and schedules. Multiple contract awards anticipated; each with one base year & two one-year Options. All responsible sources may submit one or more proposals which will be considered.
