NOTE: This synopsis replaces synopsis #1714 issued on 4 November 1996
for N0016797R0006. Those offerors responding to that synopsis have been
kept on file and need not respond to this notice and will be mailed a
copy of solicitation N0016798R0013. The Naval Surface Warfare Center,
Carderock Division, intends to pursue on an unrestricted basis a
competitive 5-year indefinite delivery/indefinite quantity type
contract for this procurement. The solicitation will be divided into
Lots I and II. Lot I will encompass fire testing; fire test evaluation
and analysis; fire/personnel protection and safety equipment,
clothing, hardware development and evaluation; life cycle management
and maintenance support; and testing and training support. The contract
awarded from Lot I is expected to be cost plus fixed fee. Lot II will
encompass alteration installaton team and corrosion control suppport.
Contracts) awarded from Lot II are expected to be time and materials.
Multiple awards are anticipated for Lot II. Anorganizational conflict
of interest provision may be applicable to this work and included in
the solicitation and the subsequent award document. Evaluation and
award of this procurement will be on a "trade-off" basis to the
government based on past performance, experience, personnel, an oral
presentation, and price related factors IAW FAR 15.101-1. Oral
presentations will be conducted IAW FAR 15.102 and will be utilized by
the government to evaluate the offeror's technical understnading of
the requirement. Oral presentations will be performed after the
solicitation closing date. The contemplated ordering period is five
years after date of award and indidivual tasks will be initiated via
the issuance of task orders. Offerors who are a large business concern
under SIC Code 8711 are notified of the requirement to submit an
acceptable subcontracting plan IAW FAR 19.7 and DFARS 219.7. Moreover,
the subcontracting plan must establish a 5% SDB goal and a 5%
women-owned small business goal. Anticipated availability for this
solicitation package is o/a 17 February 1998 with a closing date
approximately 45 days thereafter. All responsive and responsible
sources that submit an offer will be considered. Be advised the
