NASA/GSFC plans to issue a Request for Proposal (RFP), on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and 10 U.S.C 2304(d)(1)(B) Unacceptable Delays. We plan to obtain services from Science Systems and Applications, Inc. (SSAI), 5900 Princess Garden Parkway, Ste 300, Lanham, Maryland 20706, for an eleven month extension, (4/1/98 through 2/21/99) to existing contract NAS5-31752. These services are a continuation of engineering and scientific research support for several laboratories in Code 900 including: 1) Atmospheres, 2) Terrestrial Physics 3) Hydrospheric Processes, and 4) the Global Change Data Center. Areas of support include: geophysical data collection, data analysis and validation of physical parameters derived from existing ground, aircraft and satellite observations, model simulation and documentation, and education outreach. Award to any other source for this ll month period would jeopardize the milestone schedules for the MODIS instrument (scheduled for launch in 1998) and the Landsat-7 Ground System, as well as other Earth Sciences Directorate Projects. This extension is required to ensure continuation of support services through this eleven month period during which the work under this contract will be split into 6 distinct segments, each of which will be consolidated with other similar efforts, and then procured competitively, either under full and open competition procedures or as small business or small disadvantaged business set-asides. One of these competitions is currently posted (see RFP5-12970/257) with proposals due on February 16, 1998. The support sought is a continuation of work performed by SSAI, under this contract, since March, 1993 and is only intended to continue until follow-on contracts are competively awarded. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible source, NASA/GSFC intends to obtain these services from Science Systems and Applications, Inc.
