The U.S. EPA National Risk Management Research Laboratory's Urban Watershed Management Branch, in Edison, New Jersey is soliciting proposals to study nutrient and heavy metals dynamics of three identified wetland plant species. Work to be performed will include laboratory experimental (i.e., bench-scale vegetative-treatment-cell) study on investigation of pollutant removal efficiencies in both the water column and the substratum for specified wetland species, various detention times, water depths, and pollutant loadings for the stormwater (SW)-wetland systems. Technical memoranda shall be prepared for each test and submitted by E-mail. Memoranda shall present all relevant information on test execution, observations, and data collected with any conclusions and recommendations drawn from the experiments. A quality assurance project plan (QAPP) for conducting the bench-scale study to monitor and examine nutrient and heavy metals dynamics of various wetland plant species, including the detailed procedures and methods for conducting laboratory testing and sampling, experimental QA/QC, and methods for data analyses and interpretation of results must be approved before any measurements are completed. The duration of this project (bench-scale study) will be 18 months. EPA intends to issue a request for a written quotation (RFQ) using FAR Part 13 -- Simplified Acquisition procedures. The anticipated award date for this simplified acquisition is on or before 4/1/98. All responsible sources may submit a written quotation which will be considered by the Agency.
