Disarmament Agency (ACDA) has a need for an indefinite delivery
indefinite quantity type contract (or contracts) for studies and
analyses of issues pertaining to implementation of the Chemical Weapons
Convention. The areas of support include four research Categories: (1)
Organization for the Prohibition of Chemical Weapons (OPCW)
organization and functions; (2) Chemical Weapons Convention,
implementation, compliance, and verification; (3) Bilateral Chemical
Weapons arms control negotiations with the Russian Federation; and (4)
Chemical Weapons arms control. ACDA reserves the right to award a
single contract for all four Research Categories or separate awards for
less than all Research Categories. Duplicate awards for the same
Research Category shall not be made. The estimated performance period
for the proposed contract(s) will be for one base year and four
additional one year option periods which may be exercised at the
discretion of the Government. The estimated level of effort for all
Task Orders issued in each contract year is two (2) person-years of
professional effort. Offerors must have current DOC facility clearances
and safeguarding capability at the SECRET level of security
classification. All requests for RFP 98-05 must be in writing.
Telephone requests will not be accepted. ACDA anticipates RFP 98-05
will be issued on or about 27 February 1998. Closing date will be 30
days after issuance of RFP 98-05. All responsible sources may submit an
