INFORMATION: A Cost-Plus-Fixed-Fee Indefinite Quantity/Indefinite
Delivery contract for multiple discipline Architectural/Engineering
Support Services is required to support Volpe Center projects sponsored
by the Department of Transportation and other federal agencies for
environmental engineering and related disciplines. Cost Plus Fixed Fee
and Firm-Fixed Price Task Orders may be issued for a period of three
years (36 months) from date of contract award, with an option for one
additional 24 month period. The cumulative total of all task orders
shall not exceed $48,000,000.00. While multiple awards for this
procurement are anticipated, the Government reserves the right to issue
only one award. Offerors must be able to perform in an acceptable
manner all the services described in the requirement, using internal
resources, subcontracts or other arrangements. Offerors are encouragd
to identify and describe particular areas in which they believe they
have exceptional capabilities since the Government intends to award a
contract(s) so as to provide both overall balance and the strongest
in-depth capablities to perform the wide range of specialized services
covered in the requirement. THIS IS NOT A SMALL BUSINESS SET-ASIDE. If
a large business firm is selected for this announcement it must comply
with the FAR Clause 52.219-9 regarding the requirement for a
subcontracting plan. The plan is not required as part of this
submittal. 2. PROJECT INFORMATION: The support covers all aspects of
environmental engineering, including but not limited to compliance,
pollution prevention, restoration planning and oversight, engineering
and scientific activities related to the current or potential presence,
transport, storage and disposal of undesirable and/or hazardous
materials, substances and wastes and the prevention of their effects.
The activities under this requirement will address environmental
services and support for facilities and vehicles.
Architectural-Engineering and associated and incidental services
required under this requirement include but are not limited to: (1)
activities to ensure regulatory compliance including NEPA actions (2)
pollution prevention (3) remedial and removal design and oversight (4)
technical support services (5) environmental management and
information systems (6) risk assessment and risk communication (7)
health and safety and (8) energy-related services. The selected
contractor(s) will be required to provide services that cover all
aspects of environmental engineering support, except for the planned,
non-emergency, removal of wastes and related construction activities.
Facilities, sites and vehicles that will be addressed under this
requirement are typically located in the United States and its
possessions, however, other sites throughout the world may be included.
SELECTION CRITERIA: See numbered Note 24 for a general description of
the selection process. The following selection criteria, listed in
relative order of importance will be used in the evaluation of the
Architect/Engineering firms: 1. Specialized experience and technical
competence of the firm in areas related to assessment, compliance,
pollution prevention, and restoration planning and oversight. 2.
Professional experience and qualifications of the staff proposed to
support this work. 3. Satisfactory past performance record on similar
contracts with Government agencies and private industry during the last
five years, including quality of work, compliance with performance
schedules and cost control effectiveness. Include names and current
phone numbers for listed clients. Clients may be contacted during the
evaluation process. 4. A Management Plan that includes a proposed
approach for planning and executing the work, locations of contractor
facilities that demonstrate the effectiveness of the organizational
structure, and show the offerors understanding of the requirements for
successful work accomplishments. 5. Commitment of corporate management
to ensure that resources are made available to fulfill performance
requirements and correct any problems in a timely manner. Other factors
to be considered in the evaluation process include each firm's
practices with respect to employment of minorities and women. Joint
venture arrangements will be considered and evaluated on the basis of
their proposed plan for management and administration of joint efforts.
Any firm or joint venture which augments its in-house staff by
subcontracting with consultants must perform a majority of the services
with in-house staff. SUBMISSION REQUIREMENTS: Those firms which meet
the requirements described in this announcement and wish to be
considered must submit eight copies each of SF254 and SF255 for the
firm and SF254 (8 copies) for each consultant listed in block 6 of the
firms SF255 to Mary Crowe, DTS-852, 55 Broadway, Kendall Square,
Cambridge, MA 02142 by 4:00 p.m. EST, March 16, 1998. Supplemental
information such as representative examples of relevant projects are
