SYNOPSIS@PHIL.FISC.NAVY.MIL. The Fleet and Industrial Supply Center
(FISC) Norfolk, Detachment Philadelphia intends to acquire, through
other than full and open competition, non-personal Contractor
Engineering and Technical Services (CETS) by qualified Field Service
personnel for the purpose of informing, instructing, and training
Department of the Navy personnel in the installation, operation, and
maintenance of the C9-B and DC-9 aircraft airframe and avionics
equipment and the P-3 Update III aircraft. Specific system include the
following: DC-9 Modified PEMCO Aeroplex main deck cargo door system,
C-9 modified Rogerson Aircraft Corp Auxiliary fuel system, Sperry
Flight Systems 2587400-XXX digital air data computer, Fairchild F1000
flight data recorder, Grimes 200 EFI high technology LCD Attitude
direction indicator and Horizontal situation indicator, Litton LTN-92
inertial navigation system, Collins Radio 860F-4 radio altimeter,
Sundstrand Mark II ground proximity warning computer, Collins 52RV-4D
VOR and ILS System, Collins Radio 860E-5 distance measuring system,
AN/ASN-163 global positioning system, Collins 346D-2B public address
amplifier, Fairchild solid state digital voice recorder, AN/ARC-190 HF
radio transceiver, AN/APX-100V transponder, Collins radio traffic
collision avoidance system, Collins Radio WRX 700X weather radar, and
provide support on the interfacing of all systems on P-3 Update III
aircraft. The proposed procurement consists of four (4) tasks: 25463,
25474, 26644, and 32300. The base contract period for all tasks is 01
June 1998 through 31 May 1999. Each task will also contain one (1)
twelve (12) month option for the period of 01 June 1999 through 31 May
2000. This acquisition covers the Government's minimum needs. The
solicitation will contain specifications for Contractor Field Service
Representatives as appropriate. Performance for tasks 25463, 25474,
26644, and 32300 will take place at Naval Air Station (NAS) Norfolk
Res, VA, Naval Air Station (NAS) North Island Res, CA, Naval Air
Station (NAS) Ft. Worth, TX, and Naval Air Station (NAS) New Orleans,
LA, respectively. An Indefinite Delivery Indefinite Quantity
(IDIQ)Labor Hour contract with fixed man day rates is contemplated is
contemplated. Requiring activity is NAESU, Phila. PA. Secret clearance
required. The proposed contract is for services for which the
Government intends to solicit and negotiate with only one source,
Lockheed Martin Aircraft Company of Greenville, SC, under the authority
of 6.302-1. Lockheed Martin Aircraft Company is the only supplier of
these services at this time. This notice of intent is not a request for
competitive proposals. Interested parties may identify their interests
and technical capability to respond to this requirement or submit
proposals. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. The applicable Standard Industrial
Classification (SIC) Code is 8711. All responsible sources may submit
a proposal which shall be considered by the FISC Norfolk Det. Phila.
Any solicitation will require the submission of cost/price and
