National Institues of Health (NIH), National Institute of Diabetes and
Digestive and Kidney Diseases (NIDDK), has a requirement to purchase
sevices by full and open competition for utilizing infrared imaging and
infrared laparoscopic techniques, in collaboration with the Section on
Molecular Biophysics, NIDDK, NIH, to identify both thoracic and
abdominal structures and a variety of pathologic conditions in a
minimum of twelve aninmal models including swine and sheep. The vendor
shall have access to AAALAC accredited animal facilities and trained
personnel for handling both surgical and infrared imaging systems. The
following outlines the specifications for the required services:
Investigate the use of endoscopic, thermal infrared imaging techniques
in the daignosis and treatment of disease as a precursor to performing
in vivo infrared spectroscopic imaging. Specifically, evaluate the
utiliziation of an infrared laparoscope to identify anatomic structures
during minimally invasive surgery on large animal models. This effort
will be divided into two distinct areas: 1)Idenficiation of a variety
fo thoracic and abdominal structures and 2) the use of infrared imaging
for the visualization of various pathologic conditions involving, for
example, coronary heart disease, intra abdominal tissues and organs,
bowel perforation, metastic lymph nodes, etc. The services of both a
thoracic surgeon and a general surgeon are envisioned. Animal and
general surgical facilities, in addition to required equipment and
laboratory supplies, should be available. Animal protocols must conform
to both institutional and AAALAC standards. It is expected that the
contractor supply approximately a dozen pigs, both normal and diseased,
as well as an impregnated sheep for evaluating the use of endoscopic
infrared imaging in fetal surgical procedures. We estimate a six month
period of performance to allow time for the collection and analysis of
the surgical studies and for submission of a report. It is anticipated
that approximately six trips to Bethesda would be required during the
NIH collaboration. The services needed have specifications that must
be met and are described in the Request for Quotation (RFQ) package.
All quotations must be within the Simplified Acquisition Threshold of
$100,000. It is anticipated that the RFQ package NIH-NIDDK-98-336 will
be available 15 (fifteen) days after the publication date of the
synopsis. Receipt of the quotations will be due 10 (ten) days after the
release of the RFQ. The anticipated award date is February 20, 1998.
