Systems engineering, technical assistance, and program management support to Special Projects Directorate and classified Special Access Programs from period 1 April through 30 June 1998, with options to extend support through 30 September and 31 December 1998, should ESC Information Technology Services Procurement (ITSP) blanket purchase agreements not yet be in place. System-oriented technical services, including Development Planning and Scheduling Analyses, Acquisition Engineering, Specialty Engineering (System Safety, Human Factors, Reliability and Maintainability, Electromagnetic Compatibility, Quality Assurance and Test and Evaluation, Computer Resources/Software Engineering Support), Manufacturing Engineering, Integrated Logistics Support, Configuration and Data Management, Security Administration, Graphics and Audiovisual, and Accounting and Finance. Contractor personnel must possess current (within past five years) TS/SSBI clearances and be TS/SCI eligible. The Government intends to satisfy this requirement by extending current sole source contracts with Information Spectrum, Inc., and Quality Systems, Inc., by three months through 30 June, with two three month options, in order to provide uninterrupted Special Access Program support until the ESC ITSP blanket purchase agreements are in place.
