Provide coordination of the Monterey Bay National Marine Sanctuary (MMNMS) water quality protection program (WQPP). As coordinator of the program, the contractor shall develop and implement a WQPP that monitors changes in water quality, strategies for dealing with those changes and effective techniques for raising the public awareness of the issue. Additionally, the contractor shall on an as-needed basis, apply an integrated coastal management approach to other natural resources issues including regional monitoring and data sharing, interagency coordination, urban runoff, marinas and boating activities, agriculture, wetlands and riparian degradation, point sources of pollution such as sewage outfalls, and vessel traffic. The work shall require the contractor to coordinate the participation of Federal, state and local agencies, businesses, landowners, scientists, and environmental and public groups in problem identification, plan development, implementation, and outreach. The period of performance is estimated to be three years. All responsible sources may submit a proposal which shall be considered by the agency. (0028)
