Operational Contracting Division, Services Contracting Branch, at
Kirtland Air Force Base intends to award a purchase order, pursuant to
FAR Part 13, for the acquisition of a training course about Mishap
Investigation. A quantity of seven classes are required on a once per
month basis, with all classes required to be completed no later than 30
Sep 98. The classes shall be conducted at Kirtland Air Force Base, NM
in Government-furnished facilities. The Government reserves the right
to set-aside this acquisition for the 8(a) Program, small business, or
Historically Black Colleges and Universities/Minority Institutions
based on responses to this synopsis. Interested offerors must indicate
their size qualifications under SIC 8299, size standard $5.0 million.
The Request for Quotation (RFQ) will be issued on 5 Feb 98. Award will
be made on the basis of best value to the Government, considering
price, company qualifications, instructor(s) qualifications, proposed
course structure, and outline of presentations. Instructor(s) must meet
qualification requirements as follows: Instructor(s) shall be
professionally qualified, experienced, and effective in each assigned
area of instruction (ie., Investigation Techniques, Engineering Factors
in Investigation, and Human Behavior and Culture); Instructor(s) shall
be able to present technical information related to investigation
techniques, engineering factors, and human behavior and culture;
Instructor(s) shall be able to present mishap investigation techniques,
to include initial procedures, collection and analysis of evidence,
witness interviewing, development of findings, causes, and
recommendations, releasing information to the public, and compliance
with applicable Air Force Policy Directive/Instruction reporting
requirements; it is desired, but not required that instructor(s) have
served on a USAF Class A mishap investigation board; Instructor(s) are
required to have completed a four-year degree from an accredited
educational institution; it is desired, but not required, that
instructor(s) have completed a Masters Degree from an accredited
educational institution; Instructor(s) shall be active in safety
program administration and safety course instruction for a minimum of
two years during the past three years; it is desired, but not required,
that instructor(s) be affiliated with professional safety
organizations. Quotes will be due no later than close of business, 12
