91 -- MILITARY FUEL THICKENERS POC Mr. Brent Starkey (309)782-6498 The U.S. Industrial Oerations Command (IOC) is seeking a buyer for approximately 772,126 pounds of military fuel thickeners for commercial application. These thickeners are of two types: M1/M2 thickener are compounds that consist of a mixed aluminum soap in which approximately 50 percent of the organic acids are derived from coconut oil, 25 percent from naphthenic acids, and 25 percent from oleic acid. M2 thickener has devolatized silica aerogel added as an antiagglomerant. M4 thickener is a fine powder that consists of a di-acid aluminum soap of isooctanoic acids derived from isooctyl alcohol or isooctyl aldehyde obtained from the oxidation of petroleum. Antiagglomerant ia approximatley 2 percent Santocel C or Attzorb clay. The above compounds are manufactured under these Military Specifications: Thickener, Incendiary Oil, MIL-T-589A(m1), 26 Aug 53, MIL-T-003025B(M2), 13 Apr 54, and MIL-T-50009A(m4), 22 May 59. We ask potential buyers to provide us with a statement of interest/capability along with any additional comments or suggested alternatives. These thickeners are Munitions List material that cannot be sold to foreign governments, and must be demilitarized to prevent reuse for their intended purpose IAW DOD 4160.21-M-1. The purchaser will be required to complete an end-use certificate prior to sale. Please respond with your interest, comments, and alternatives within 30 days of this publication. If no such buyers are found, the IOC will consider offers of qualified demilitarization providers to perform disposal of this material in an environmentally acceptable manner.
