commercial items prepared in accordance with the format in Federal
Acquisition Regulations document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and
A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
6TSA-98-DJH-0066 is being issued as a request for quotations (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-02. On-Site
cabling and wiring requirement to re-cable local area network (data
only/no voice). All components need to be category 5 rated and tested.
The Government will be supplying 100,000 feet of category 5 plenum UTP
for this project and all patch cords. Other parts and labor will be
supplied by the successful bidder. Appropriate building codes must be
observed for the installation. The vendor will provide all tools and
miscellaneous materials required for installation. The project has 4
parts. The successful bidder must perform all activities detailed in
Parts 1, 2, 3, and 4. Part 1 (Desktop wiring): Procure and install
cabling for 250 desktops with 2 runs per desktop. There will be 3 cable
closets. Installation will include 3 19" racks, 11 RJ-45 48-port patch
panels and RJ-45 desk mounts. At least 50% of the work will be
performed after 4PM and on weekends to minimize disruption of work. The
vendor will clearly label all jacks and cabling. The vendor should
include an option per desk of installing additional runs. The office
space is predominantly Hayworth system's furniture. Installation needs
to follow pre-defined paths and conduits. Cable will be run through
baseboard raceways in the furniture with jacks mounted either in or on
the furniture's baseboard. Part 2 (Fiber Optic Installation): Procure
and install fiber optic cabling from wiring closets to data center.
1,550 feet of 24 strand fiber is required. 750 feet of 6 strand is
required. 1,300 feet of fire retardant innerduct is required. 1-12-port
fiber breakout box, 2-24-port fiber breakout boxes, and 1-72-port fiber
breakout box is required along with appropriate ST terminations. All
strands will be terminated and tested. All labor will be performed
during normal working hours. Part 2 (Documentation): The vendor will
test and certify that the installed cable plant passes category 5
requirements. Both electronic and hard copy test results will be
supplied to the Government. The vendor will also provide both
electronic and hard copy drawings identifying where the cabling has
been installed. AutoCAD 14 is the preferred format for these drawings,
but is negotiable. Part 4 (Structured Cabling): The vendor is
encouraged to propose a structured cabling solution as an option for
the Hubs and patch panels on the 19" racks. The required components of
this procurement include but are not limited to the following: CLIN 1.
Faceplates and 500 RJ45 Jacks, Qty. 200; CLIN 2. Relay Racks, Qty. 2;
CLIN 3. 96 Port Patch Panels, Qty. 5; CLIN 4. 24 Port Patch Panels,
Qty. 2; CLIN 5. Miscellaneous materials (ie. Cable ties, fire stop
material); CLIN 6. Labor hours (50% Regular hours); CLIN 7. Labor hours
(50% Overtime hours); CLIN 8. Certification/Printout/Cable Layout; CLIN
9. Contingencies (ie. Structured cabling, patch cords, additional cable
runs, additional labor/equipment moves); CLIN 10. Cable Run from
computer room to 72 port wall rack (24 strand fiber, interduct, 24 port
wall mount, unicam connectors, labor); CLIN 11. Cable run from lan
closet to 72 port wall rack (24 strand fiber, interduct, 24 port wall
mount, unicam connectors, labor); CLIN 12. Cable run from lan closet to
72 port wall rack (6 strand fiber, interduct, 12 port wall mount,
unicam connectors, labor); CLIN 13. 72 port wall rack (testing & test
results, lift rental, materials). FOB Kansas City, MO. No partial
quotes will be considered. No substitutions will be allowed. This
procurement is set aside for Small Business in accordance with FAR Part
13.105(a). Please acknowledge all requirements on quotations. Please
indicate FOB destination on quote. The provision at FAR 52.212-1,
instructions to offerors, applies to this acquisition. Evaluation is
based on best value including cost and ability to meet service
requirements. Offerors shall include a completed copy of the provision
at FAR 52.212-3, offeror representation and certification --
commercial items, with its offer. The clause at FAR 52.212-4, contract
terms and conditions -- commercial items, applies to this acquisition.
In addition to the guidance contained in FAR 52.212-4, contractors
shall submit proof of delivery with their invoices. Proof of delivery
may be in the form of a bill of lading or other shipping document
signed by the receiving office. Invoices received without proof of
delivery will not be accepted. The clause at FAR 52.212-5, contract
terms and conditions required to implement statutes or executive orders
-- commercial items applies to this acquisition. Offers are due by
close of business February 4, 1998, and can be submitted to the address
