Communication and Computer Services for the 377th Communication
Squadron, Kirtland AFB, NM. POC Nicki Knickerbocker, Contract
Specialist, AFRL/PRS/PKC, (505) 853-1112 or Lt. Col Jack Bishop,
Contracting Officer, AFRL/PRS/PKC, (505) 853-1106. The Operational
Contracting Division, Kirtland AFB, NM is seeking sources capable of
performing communication and computer services for the 377th
Communication Squadron, Kirtland AFB, NM. These services are currently
being performed by the Government, and a cost comparison under OMB
Circular A-76 will be conducted to determine the most cost effective
mode of operation. A contract will not be awarded if government
performance is determined to be more advantageous. Services include but
are not limited to: The management, operation, maintenance and planning
of communications, computer systems, multimedia services and
Information Management for the 377th Air Base Wing and support for
approximately 200 associate units. Incumbent must manage the following:
Telecommunication operations and maintenance, telephone and data
communication service for the Wing and associate units; responsible for
all installation, and cable maintenance of over 200,000 cable-pair
miles of direct buried, underground and aerial cable; security and
maintenance of sensitive cryptographic and teletype equipment
throughout the base; maintenance of the storm direction radar, air to
ground radios as well as land mobile radios; maintenance of intrusion
systems and base STUIII key system; administration management, to
include the processing and distribution of approximately 150,000 pieces
of mail each month; support of computer communications, network
management, computer systems architecture and infrastructure planning
and implementation, C-4 long haul and local communication; operational
and contingency planning to support possible deployment exercises and
or emergencies; operation of the audiovisual multimedia lab, graphics
art services and publications support. Secret clearances arerequired.
Business firms capable of providing all or part of the described
services are invited to submit a description of their capabilities and

Submissions should be limited to 25 pages and should be pertinent and
specific in the technical area under consideration, under the following
qualifications: (1) Experience: an outline of previous projects, and
specific work previously performed or being performed. Personnel: Name,
professional qualification and specific experience of technical
personnel, software development/maintenance personnel, configuration
management personnel and any other relevant personnel who would be
performing the services listed above. The applicable SIC code for this
requirement is 7376 and the corresponding size standard is $18.0M This
synopsis is for planning purposes only and does not constitute a
solicitation for bids/proposals. Responses will assist the government
in determining whether to set-aside/restrict competition in some way or
solicit offers from all responsible sources. Firms submitting responses
should indicate whether they are large, small, small disadvantaged,

information submitted to this announcement. An Ombudsman has been
appointed to hear concerns from potential offerors or offerors during
the proposal development phase of this acquisition. The purpose of this
Ombudsman is to receive and communicate serious concerns from potential
offerors when established channels are not used to address concerns
during the proposal development phase of this acquisition. Potential
offerors should communicate first with the contracting officer, Lt. Col

questions, and voice concerns before contacting the Ombudsman. In those
instances where potential offerors cannot obtain resolution from the
contracting officer, they are invited to contact the Air Force Research

846-4979. A Briefing for Industry (BFI) is tentatively scheduled for 14
April 1998 at (9:00 am), Wing Presentation Center, Building 20604,
Kirtland AFB, NM. No later than 06 April 1998, attendees must notify
the contracting officer, Lt Col. Jack A. Bishop, in writing of the
names of individuals who will attend the BFI. Due to space limitations,
a maximum of two (2) persons are allowed per firm. Written notification
may be faxed to (505) 853-1149. Each firm is responsible for all travel
related costs to and from the site and all personal travel arrangements
as none will be furnished by the Government. Questions and or potential
discussion areas should be formally submitted to the contracting
officer NLT 27 March 1998. Written responses will be available at the
