Guard Maintenance and Logistics Command Pacific (MLCPAC) proposes to
contract for vessel systems design and subsequent dockside systems
installation for USCGC POLAR SEA (WAGB-11), RIP Phase I. The Contractor
shall provide all work necessary to design, in accordance with
compliance required drawings, and perform shipboard installation of the
systems at the Contractor's facility. The major elements of work are
the design and installation of 1) new Fuel Oil Purificaiton System; 2)
new Lube Oil Purification System; 3) new Oily Water Separator System;
and 4) Modification to Bilge, Ballast and Dewatering System. The
Request for Proposals (RFP) will be issued 15 days after publication of
this notice in the Commerce Business Daily, with price and technical
proposals due on or about 19 March 1998. Contractor design effort shall
start upon contract award (anticipated to be on or about 26 June 1998);
with shipboard installation during the period approx. 7 June 1999-19
November 1999. This procurement is geographically restricted to be
performed at a contractor facility within 400 nautical miles and within
200 road miles of the POLAR SEA's home moorage at Pier # 36, Seattle,
WA (for shipboard installation). All responsible sources meeting the
geographic restriction requirement may submit a proposal which will be
considered by the agency. This solicitation is issue under the Small
Business Competitiveness Demonstration Program. Attention: Minority,
Women-owned, and Disadvantage Business Enterprices (DBEs). The
Department of Transportation (DOT), Short-Term Lending Program (STLP)
offers working capital financing in the form of lines of credit to
finance accounts receivable for transportation related contracts.
