Warfare Center Training Systems Division (NAWCTSD) has a requirement
for total Life Cycle Contractor Support (LCCS) services for the
Battlefield Mobility/Target Acquisition (BM/TA) program. The BM/TA
program supports training devices located at 25 sites worldwide
(including CONUS, Alaska, Hawaii, Republic of Korea, Germany and Saudi
Arabia). BM/TA devices include, but are not limited to, the following:
AH-1/UH-1/CH-47/OH-58/UH-60/AH-64 aviation flight simulators,
maintenance trainers and part task trainers; U.S. Army Transportation
School devices; Air Defense, Field Artillery and Chemical (ADFAC)
training devices; and other miscellaneous training devices including
Non-System Training Devices (NSTD). The contractor shall provide total
LCCS which includes, but is not limited to, all necessary labor,
maintenance, materials and supply support, engineering services
(hardware and software), and, as required, training support services
(instructors, operators, training coordinators, and miscellaneous
facility support services) in support of BM/TA. Support for the ADFAC
devices will commence approximately 2 years after the start of the
BM/TA contract. From time to time the BM/TA contractor may be required
to provide LCCS for additional devices and/or sites within the BM/TA
family. The anticipated BM/TA contract will be a FPAF IQC service
contract awarded on a Tradeoff (formerly known as Best Value) basis
through Full and Open Competition. Initial award will be for a 2-month
Phase-In period and 1 year of LCCS. Additional options in 12 months or
less increments will be available for a total contract period not to
exceed 60 months. These services are being procured for the U.S Army
Simulation, Training and Instrumentation Command (STRICOM). This
program is a follow-on to the Synthetic Flight Training Systems (SFTS)
contract N61339-93-D-0004. A Pre-Proposal Conference followed by a
site visit will be conducted at Ft. Rucker, AL on 24 & 25 Feb 98. A
site visit will be conducted at Ft. Eustis, VA on 26 (and possibly the
morning of 27) Feb 98. See Section L of the RFP for Pre-Proposal
Conference/ Site Visit details. The RFP and any subsequent
amendments/information will be provided via electronic means only. The
