The Defense Supply Service Washington intends to issue a competitive solicitation, which is restricted and set-aside (100 percent) for Small Businesses. The SIC Code is 8711. The dollar threshold/size standard is $20,000,000. This is a follow-on to Contract No. MDA903-93-C-0157 with Orion International Technologies, Inc., a small business located in Albuquerque, New Mexico. The Office of the Test Director, Precision Guided Weapons Counter Measures Test and Evaluation Directorate, White Sands Missile Range, New Mexico has a requirement for an on-site precision guided weapons countermeasures/counter-countermeasures analysis support contract. The contract will include a 3-year base and two 1-year options (5 years total). Total staffing requirement will be 16-17 on-site staff (this includes a program manager and up to 3 administrative personnel). Based on historic workloads, an average of 20 major and 10-15 minor analyses activities per year can be expected. All personnel will require SECRET security clearances. The contractor will furnish all management, labor, transportation, and other resources (except those specifically provided by the government) necessary to provide countermeasures/counter-countermeasures susceptibility and vulnerability analyses and technical consulting services related to PGW systems, sub-systems and components. Although these systems can operate in any portion of the electro-magnetic spectrum, OTD's work is predominated by systems based on electro-optical, millimeter wave and acoustic technologies. Analyses are conducted on U.S. systems, those being evaluated under the foreign material evaluations program and those foreign weapons being exploited by the intelligence community.
