the OMB A-76 Cost Study for the 72nd Civil Engineer Group Services at
Tinker AFB, OK. The procurement will be solicited under Full and Open
Competition. A Draft Performance Work Statement is currently located

72nd Civil Engineer Group services include facility maintenance,
grounds maintenance, plant operations, infrastructure support,
architect/engineer design, construction management, real property
management, military housing management, disaster preparedness, CE
material control, and CE funds management. Interested sources may

has been scheduled at Tinker AFB for Monday, 9 Feb 98, from 08:30 to
3:30. Reservations are required and must be provided to the contracting
officer by COB Thursday, 05 Feb 98. An itinerary and map of the meeting
location will be faxed when each reservation is confirmed. The Industry
Day will be utilized to address any questions concerning the subject
A-76 Study as well as the following subjects: Request for Information
-- Tinker AFB is interested in industry comments regarding the
following subjects: 1) Length of Contract -- The government is
considering several alternatives for the length of contract. One of the
prevailing alternatives is a 90-day orientation, one-year basic period
and four one-year options. However, it may be possible to increase the
number of options available. We are seeking industry comment on
preferred length of contract. 2) Government Furnished
Property/Equipment (GFP/GFE) -- It has been determined in the PWS that
approximately 10M dollars worth of GFP/GFE can be turned over to the
contractor if services go contract. Industry comments are solicited as
to whether contractors would prefer government furnished property or
to furnish their own tools and equipment. 3) Award Fee -- It is
anticipated that some form of award fee will be included in any
resultant contract. We are considering two different alternatives, or
possibly a combination of the two. The first alternative is strictly
the use of a monetary award fee to be available for each contract
period. The second alternative is an "Award Term" award fee. This means
that if the contractor successfully meets award fee criteria,
additional option periods could be awarded to increase the overall
length of the contract. Industry comment is requested regarding the
proposed approaches and suggested amounts for each alternative as well
as any other proposed approaches one might consider. 4) Transition
Workforce -- If award goes contract, it is anticipated that the
government will maintain a small transition workforce for approximately
one to three months after contract start date to ensure a smooth
transition from a government to contract workforce. Request industry
comments regarding your preference on the number of people and length
of time required. 5) Service Contract Act versus Davis-Bacon Rates --
Technial Exhibit 2B paragraph 7.1 identifies the number of work orders
not expected to exceed 50 man-hours and paragraph 7.2 identifies the
number of work orders expected to exceed 50 man-hours. These work
orders are for alteration of real property and could require employees
covered either by the Service Contract Act or the Davis Bacon Act. For
purposes of the upcoming solicitation, the government intends to use
the work orders projected in paragraph 7.1 to represent those requiring
Service Contract Act rate employees and paragraph 7.2 projections will
represent those requiring Davis-Bacon rate employees. Request industry
comments on the intended approach as well as any other ideas the
contractors might have regarding this subject. See Note 26. No

from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
