215-656-6915 The Philadelphia District, U.S. Army Corps of Engineers,
Marine Design Center intends to initiate a negotiated procurement to
acquire one newly constructed crane of suitable quality and
characteristics to support the Lock and Damn Maintenance Mission of the
U.S. Army Corps of Engineers, Pittsburgh District. The crane to be
acquired must be able to satisfy the following target lift: 250 short
tons, fully revolving, at an operating radius corresponding to 80'-0"
from the center of crane rotation with a 120' boom. The Government
intends to mount the crane in a fixed location on a barge platform, and
for this reason the crane Contractor is required to have the crane
certified by the American Bureau of Shipping (ABS) for compliance with
the ABS Guide for the Certification of Cranes. The acquisition will be
performed using the Contracting by Negotiation procurement process
prescribed in Part 15 of the Federal Acquisition Regulations. This will
be a competitive procurement. The Government will award a contract
resulting from this proposal to the responsible offeror whose offer,
conforming to the proposal requirements, will be most advantageous to
the Government, cost and other factors considered. Proposals will be
evaluated on the following factors which are listed in descending order
of relative importance: Technical; Cost; Management; Past Performance.
The technical portion of each proposal will be weighted more heavily
than the cost portion which will be weighted more heavily than the
management portion which will be weighted more heavily than the past
performance portion. Although cost is not the most heavily weighted
factor, it is a significant factor. A more detailed evaluation criteria
will be included in the solicitation. Award of the contract will be
made as a whole to the offeror whose proposal conforms to all
requirements of the specifications and offers "the best value" to the
Government. The Standard Industrial Classification (SIC) Code for this
project is 3531 with a size standard of 750 employees. Request for
Proposal No. DACW61-98-R-0012 will be issued on or about February 18,
1998. All requests for the Request for Proposal package should be in
writing and include a Physical Street Address, Telephone and Fax No.
and a Tax Identification No. Proposals are due on or about March 18,
1998 at close of business (4:00 p.m. local time). No bonding required.
No other notification to firms for this project will be made. This
