46 -- OPERATION OF A BIOLOGICAL NUTRIENT REMOVAL WATER AND ADVANCED WASTEWATER TREATMENT PLANT SOL SSWATER/TBEASLEY DUE 022098 POC Twila Beasley, Contract Administrator, (850)884-1269 Lenny Capik, Contracting Officer, (850)884-1258 The Waste/Wastewater Treatment function at Hurlburt Fld, Fl is currently under a directed OMB A-76 cost study. The 16th Contracting Squadron is seeking sources who perform like services in the area of water and advanced wastewater treatment for Biological Nutrient Removal from wastewater with effluent discharge to a receiving wetland, laboratory analysis, wetlands management, bio-solids management, reports and record keeping, operation and monitoring of water wells, maintenance of water and wastewater facilities and equipment, and other related services. The plant is rated at 1.0 million gals average annual daily flow for waste water and a water withdrawal capacity 1.390 million gals per day. The standards for operation and maintenance, parameter limitations, and facility maintenance established for this function are above the Environmental Protection Agency and the Florida Department of Environmental Protection standards for water and wastewater treatment. Technical risks involve the handling and application of Chlorine, Sulfur Dioxide, and commercial grade laboratory chemicals. In addition to a normal operating staff a full-time Lab Director/Chemist to maintain State certifications for testing both drinking water and waste water is required. Also, an abundance of water borne bacteria and viruses require special hygiene practices. Wetlands sampling and monitoring subjects the technician(s) to poisonous snakes, alligators, and poisonous plants. Offeror will be responsible for all criminal and civil penalties resulting from negligence and permit violations.
