combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA DFRC
intends to purchase a complete turn key load cell calibration system
to include: 1 each-Modern PC based computer system, brand name with a
pentium processor, minimum clock speed of 166Mhz, must have a minimum
of 32MB of RAM, preferably 64MB, 4GB hard drive, 24X CD-ROM, 4 full
size expansion slots, a 17 inch SVGA monitor or equivalent, include and
run Windows95; 1 each-Force calibration software package, be user
friendly, menu driven, and not require knowledge of the operating
system for a technician to operate, have plotting, printing, tracking,
data storing and recall capabilities, capable of analyzing data, such
as: plot and calculate percent deviation, non-linearity, error band,
non-repeatability; 1 each-Three channels of high-resolution, low noise
signal conditioning boards, 22 bit or higher, maintain a low noise
level of plus or minus 1 micro volt or less, linearity error less than
0.001 percent full scale, a zero temperature coefficient less than 0.1
micro volt/degree fahrenheit, a span stability of plus or minus 0.001
percent or less in 24 hours and plus or minus 0.003 percent or less in
one year, zero stability of plus or minus 5 micro volts or less in one
year, provide 10 volt constant voltage excitation for the load cells
with stability of plus or minus 1 micro volt; 1 each-A minimum of three
load cell standards with capacities of 2 thousand, 20 thousand or 25
thousand, and 100 thousand pounds,load cells must be universal,
preferably with a jammed thread adapter permanently installed, have an
output in the 2 to 4 mV/V full scale range, a repeatability error of
0.005 percent or less,standard deviation of 0.005 percent or less,
static error band of 0.05 percent or less full scale, creep of 0.01
percent or less of load in 20 seconds to 20 minutes, temperature effect
of 0.0008 percent degree fahrenheit or less on output, be calibrated to
ASTME74 standards; 1 each-Load cell simulator or other means to
calibrate the system, must be compatible with load cell cables supplied
by contractor, have output settings of at least plus or minus 5 mV/V in
increments of 1 mV/V, output accuracy of 0.0015 percent or less of
setting for one year, a temperature coefficient of normalized output of
3 ppm degree fahrenheit or less of setting, must have a minimum of
three cables of 25 foot lengths to connect the load cell standards and
load cell simulator to the signal conditioning boards, must be made of
sturdy construction and have EMI shielding included, must have a
minimum of two cable adapters of short lengths to connect cable
assemblies to NASA load cells, must be wired according to attached
diagram. System configuration, setup and checkout: The contractor shall
configure the system such that 'on delivery', it is ready and
configured for the checkout test. All software must instarlled,
configured, and tested by the contractor. All hardware must be
installed, configured, and tested by the contractor. The contractor
must provide one day of training for up to 5 technicians and/or
engineers at the manufacturers site or at NASA Dryden. Training must
cover the operational procedures, hardware, software, and maintenance;
1 each-A minimum of three sets of complete documentation including:
operating procedures, hardware manuals, software manuals, maintenance
procedures, and system drawings. NASA shall provide the hydraulic load
frame machine, hydraulic load controller, and the hydraulic power
supply to apply the necessary loads to complete the calibrations. NASA
shall provide the necessary power for the system. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-03. This procurement is a total
small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 3823 and 500, employees
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to DRYDEN FLIGHT RESEARCH CENTER, Edwards, CA shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact [or bid distribution office], by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3

reference. Questions regarding this acquisition must be submitted in
writing no later than 2-6-98. Quotations are due by 2-13-98, 4:00 PM
PST to the address specified above and to the attention of the Point of
Contact identified below. Selection and award will be made by price and
other related factors. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representation and Certifications -- Commercial
Items with their quote. See above for where to obtain copies of the
