The Central Region Energy Team, Geologic Division of the U.S.
Geological Survey has a requirement to obtain a database with extensive
worldwide coverage that contains organic geochemical data on oil and
gas samples from exploratory wells and producing fields. The database
must be in digital form with precise location information such that
data can be plotted on maps using Geographic Information System (GIS)
computer software. Access to such a database is critical to the
identification and mapping of petroleum systems for the World Energy
assessment project and for future National assessments. The Petroleum
Information Library System Database (PILSD) shall include the following
items: 1) Sample identification information including well name, sample
depth interval, and latitude and longitude on all oil and gas samples
included in the database; 2)Analytical results for oils from regional
studies carried out since 1991, and analytical results for gases from
industry, government, and the literature available to 1996, which will
be included in the file;3)Continued upgrading of the database every
six months, including the addition of at least 500 oil samples and at
least 300 gas samples which will be added to the database each
year;4)The data base will be supplied on either CD Rom or a ZIP drive
and can be viewed and manipulated with Microsoft Access (TM) and
displayed via the ArcView (TM) geographic information system (GIS)
software;5)Contractor shall install the database and instruct the USGS
users on the procedures and mechanisms of the use and functions of the
database;6)The USGS will be permitted to submit up to 30 oil samples
for complete geochemical analysis per year. The contractor will deliver
the analytical results to the USGS as soon as the work is completed
(within one month). Analytical results will be held confidential for
one year and then will be added to the data base;7)The USGS
unrestricted access to all of the data in the PILSD during the period
of the contract. The USGS may publish any synthesis and interpretations
for the PILSD with appropriate citiations as to data source. However,
the USGS may not publish raw data without express written consent from
the contractor. The contractor will re reasonable and timely with an
authorization response. The PILSD shall contain a variety of analytical
results for oils, but all of the oil samples will include information
and be subjected to the following analytical program: 1)Sample
identification information;2)Deasphalting of oil;3)Liquid
Chromatography;4)API Gravity;5)Capillary GC of Whole Oil;6)Percent
Sulfur;7)Stable Carbon Isotope Composition;8)ppm
Nickel/Vanadium;9)Quantitative GC/MS of Saturates;10)Percent
C15+Hydrocarbons;11)Quantitative GC/MS of Aromatics;12)Percent<C15
Hydrocarbons. In additiona to the analytical program outlined above,
additional analytical results on selected samples are as follows:
1)Stable Carbon Isotope Composition of oils and other
fractions;2)Stable Hydrogen Isotope Composition of oils;3)Stable Carbon
Isotope Compositionof sepcific n-paraffins and isoprnoids;4)Biomarker
distributions using GC/MS/MS techniques;5)C7 Isomer distributions. The
PILSD shall contain a variety of analytical results for gases that
have been complied from numeros sources. The type of gas information
and results included in the databse, when available are: 1)Sample
identification information;2)Data source and analytical methods;3)Gas
Sample Composition based on Gas Chromatography, including methane and
higher homologs,and all non-hydrocarbon gases including carbon dioxide,
nitrogen, hydrogen sulfide;4)Stable Carbon Isotopes of Methane, Ethane,
and Propane;5)Stable Hydrogen Isotope of Methane;6)Gas Chromatography
results normalized to 100 percent. The performance period of this
requirement shall be for one year, with two one-year renewal option
periods. Based on the information available at this time, and in
accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the
Government considers the item specified herein as a sole source from
GeoMarkResearch Inc., Houston, TX, and proposes to negotiate a contract
with that firm on that basis. GeoMark Research Inc., PILSD includes
information on over 3000 oils and 2700 gases from exploratory wells and
producing fields from around the world. However, should additional
sources be identified, they will be considered. Firms who feel that
they can furnish the required item (based on the criteria specified
herein) are invited to submit in writing an affirmative response to
this announcement. An affirmative response would include literature,
brochures and such materials which correspond to the required items
stated herein. This information will be evaluated and used to determine
if competitive opportunities exist. Since no solicitation document
exists, requests for such documetns without accompanying information
will be considered non-responsive to this request without further
consideration. This notice may represent the Government's only official
