synopsis, slongbr@nswc.navy.mil. The Naval Surface Warfare Center,
Dahlgren Division (NSWCDD), intends to non-competitively procure
systems engineering and financial analysis support services to the
Unmanned Aerial Vehicle (UAV) Tactical Control System (TCS) Program.
The action will involve support coordinated between NSWCDD, the Naval
Air Systems Command (NAVAIR), and the Naval Center for Cost Analysis
(NCCA). This procurement will be executed using Simplified Acquisition
Procedures (SAP), based on an estimated value below the $100,000 SAP
threshold. Specifically, the procurement provides for assistance in the
development of the Life Cycle Cost (LCC) estimate for UAV TCS, as well
as, providing technical support in the preparation of the solicitation
package for the UAV TCS Phase II Limited Rate Initial Production (LRIP)
procurement, acting as a technical advisor to the Source Selection Team
in the LRIP proposal evaluation stage, and attending all site visits
required to develop and support the final position for the LRIP Phase
II Contract Award. This will be a sole source procurement to SUMMIT
ENGINEERING GROUP, Waldorf, MD. The contract is anticipated to be a
fixed-price level of effort contract, including all necessary
organizational conflict of interest clauses required for an effort of
this nature. The support is estimated at approximately one-half of a
manyear over a nine month period of performance. Successful completion
of this effort requires intimate knowledge of various UAV related
systems and the relationship of UAVs within the air reconnaissance
architecture. SUMMIT ENGINEERING GROUP has been identified as
possessing unique experience, capabilities, and insight into a broad
range of areas related to the UAV TCS program, giving them a broad
perspective of the requirements, as well as, access to proprietary
information necessary in estimating the LCC of TCS. The Naval Surface
Warfare, Dahlgren Division, Dahlgren Laboratory Procurement Division is
implementing Electronic Commerce (EC) in the acquisition arena,
therefore synopsisand resulting solicitations with any applicable
amendments will be available on the World Wide Webb at
http://www.nswc.navy.mil/supply/. After 1 October 1997, solicitations
and amendments will only be available at the above Web sites. Hard
copies WILL NOT be provided. Vendors should regularly access the NSWCDD
