Administration (SSA) intends to negotiate a sole source contract with
Exide Electronics, P.O. Box 190, Franklin, NC 27525 unless responses to
this synopsis reveal that other sources are capable of satisfying this
requirement. The SSA requires an installation of two (2) Hot Tie
Systems to the existing Exide 3000 Series Uninterruptible Power Supply
(UPS) System. The SSA is seeking information from qualified firms on
their capabilities to provide all engineering design, test equipment,
material, project management and labor to provide an instantaneous load
bus sync circuit and automatic load buss transfer for the existing UPS
System. Instantaneous load sync shall be maintained at all times under
all operating conditions including one system on internal oscillator or
engine generator as well as utility power and any combination thereof.
The design shall facilitate the interrupted transfer of loads from one
system to another. The existing system has four (4) designated
subsystems, systems 1,2,3 and each subsystem is rated at 2000 KVA, 1600
KW redundant and consists of five modules rated at 400 KVA and 360 KW
each. The systems include individual batteries per module, which are
protected by a battery disconnect. The load on each module is
approximately 100 amps for a total subsystem load of 500 amps. Each
subsystem is capable of 3000 amps while still maintaining redundancy.
All technical information, schematics, printed circuit boards and
software pertaining to the UPS upgrade and diagnostic package is
considered to be proprietary and is only available when purchased
through Exide. The "Hot Tie" design allows for the periodic isolation
of a subsystem for maintenance and full system test. Based on the
current load of 500 amps per system, the combined load of tow systems
is approximately 1000 amps. Firms having experience and the technical
capabilities are invited to submit complete documentation discussing
such capabilities to the SSA within 45-calendar days of this
announcement. Names and telephone numbers for referenced experience
shall be included. The Government does not intend to pay for the
information solicited or received. Phone calls are discouraged unless
absolutely necessary. Respondents will not be notified of the source
data received, nor will a source list be provided. The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 6.302. This notice of intent is not a request for competitive
proposals. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered, solely for the purpose of determining whether to conduct
