205-955-8114 The OH-58D System Safety Enhancement Program (SSEP) Lot 1
will consist of the modification of 28 each OH-58D aircraft, NSN
1520-01-125-5476. This program will involve the simultaneous
application of several Engineering Change Proposals into the aircraft.
This requirement also includes an option for the application of
additional ECPs. Authority and Justification for other than full and
open competition is 10 U.S.C. 2304( c )(2) and 10 U.S.C. 2304 (c )(1).
The proposed procurement is for services and supplies which cannot be
obtained through full and open competition because of the urgency of
need, FAR 6.302-2 and only one responsible source is capable of
satisfying the Agency's requirements, FAR 6.302-1. Bell Helicopter
Textron Incorporated, Fort Worth, TX is the only known source capable
of performing this work in the timeframe required to satisfy the Army's
minimum needs and BHTI retains the proprietary data rights to the
manufacturing processes and engineering data packages required to
perform the simultaneous and complex modifications for SSEP. BHTI is
the designer and sole manufacturer of the OH-58D aircraft. All
responsible sources may submit a proposal which shall be considered by
