17 -- REQUEST FOR INFORMATION OF GLOBAL AIR TRAFFIC MANAGEMENT (GATM) SOLUTIONS POC Major Jeffery L. This is a request for information (RFI) and not a solicitation. The Global Air Traffic Operations/Mobility Command and Control (GATO/MC2) Systems Program Office (SPO) has the mission of supporting the acquisition of CNS/ATM avionics for the Air Force fleet to allow unrestricted access of military aircraft to worldwide airspace. In order to develop strategy that best supports the platform SPO acquisition and integration efforts, the GATO/MC2 SPO is performing a market survey of Global Air Traffic Management (GATM) solutions. The GATO/MC2 SPO will use this information, along with informal discussions with companies, to gain an understanding of technical approaches to meet GATM requirements and to develop realistic acquisition strategies that promote commercial solutions, maximize common solutions for multiple Air Force aircraft, and assist platform SPOs in accomplishing the acquisition and integration of GATM capabilities. We seek to understand the degree that commercial solutions will meet military aircraft requirements and what modifications are necessary. We also seek to identify common solutions that have applicability to multiple Air Force aircraft. SCOPE: In order to assess commercial solutions that may have applicability to multiple Air Force platforms, interested companies should submit packages of their proposed GATM solutions for the KC-10 and KC-135 aircraft and discuss applicability to additional aircraft. The purpose of this RFI is not to gather information for release of a RFP for the KC-10 and KC-135 upgrade, but rather to use two representative aircraft to look at the applicability of commercial and common solutions for different Air Force platforms. The KC-10 is a commercial derivative aircraft maintained through contractor logistics support and the KC-135 is a military aircraft maintained through organic support. Packages should address how common GATM solutions can support both types of aircraft (and applicability to additional aircraft), as well as identifying and quantifying risk areas, other areas where integration and/or modification are required, and strategies that would be used to complete the integration/modifications. Hardcopy information on the current KC-10 and KC-135 can be obtained from the GATO/MC2 SPO (POC: Captain Steve Hill). GATM REQUIREMENTS: The RFI packages should include descriptions of equipment or suites of equipment to meet some or all of the following GATM requirements for these aircraft: (1) 8.33 kHz channel spacing for VHF voice for European operation; (2) Oceanic Data Link with dual SATCOM or SATCOM/HFDL; (3) SATCOM voice; (4) VHF Digital Link (Growth to Modes 2 & 3); (5) Dual Communications Management Unit functionality; (6) CPDLC and ADS-A applications for operation using FANS 1/A message sets and growth to CNS/ATM Package 1 message sets; (7) RNP-10, BRNAV, RNP-4 (Growth to RNP-1 and RNP less than 1). This should include Flight Management Systems, displays, navigation aids, and navigation receivers; (8) GPS as a supplemental and/or primary means of enroute navigation; (9) Future GPS augmentation of WAAS for enroute, terminal, and non-precision approach to Cat I; (10) Differential GNSS instrument approach and landing and datalinks to support augmentation required to meet future LAAS precision approaches for Cat II and III; (11) TCAS 2, Change 7; (12) Mode S, level 2, and future growth to meet possible European requirements; (13) ILS FM Immunity; (14) MLS; (15) Growth to ADS-B and associated display requirements; (16) Enhanced GPWS and associated display requirements. MILITARY REQUIREMENTS: Several military unique requirements should also be considered: (1) Military communication requirements (encryption, other data/voice requirements); (2) Ability to selectively silence all GATM-related equipment; (3) P(Y) coded GPS receivers; (4) Direct Y acquisition; (5) Selectable GPS C(A) Code; (6) Mark XII compliant Mode 4 IFF t34ransponder capability; (7) Specific mission requirements of the KC-10 and KC-135, such as environmental requirements, night vision requirements and military interfaces, etc. (8) Include whether the system(s) component(s) are commercially available, non-developmental item(s), or developmental item(s). Also provide any warranty information that may apply to the equipment or suites. DATA SUBMISSION REQUIREMENTS: The Information package should include the following items: (1) Systems level block diagrams of the proposed set of equipment to allow the aircraft to meet GATM functional requirements; (2) The vendor=C6s recommendation for upgrading and integrating cockpit displays to meet all GATM requirements; (3) All TSO and STC certifications currently held by the proposed avionics system and/or plans for obtaining these items. Also, compliance of equipment with SARPs, ARINC standards, and RTCA performance requirements; (4) Electrical load requirements of LRUs being added to the aircraft configuration; (5) Complete product specification of each LRU in the proposed system; (6) Availability data on each LRU in the proposed system; (7) Reliability data (MTBF, MTTR, etc.) for each LRU in the proposed system; (8) All interfaces between equipment in the proposed system and with equipment not replaced on the aircraft; (9) Growth provisions and approaches to meet future GATM requirements not defined/approved at this time; (10) Value-added functionality the system could provide; (11) Estimated software development necessary to support integration on the military platforms and to support current and future GATM requirements and proposed growth plan; (12) Specific changes needed for proposed hardware in order to integrate on the military platform, and strategy to implement these changes; (13) Specific changes needed to apply the solution for the KC-10 to the KC-135, and proposed strategy to implement these changes; (14) Specific areas of risk in integration and/or modification and strategies proposed to mitigate these risks; (15) Recommended logistics and maintenance approaches for the equipment, as well as recommendations on how to take advantage of existing commercial logistics support (This should include on-site spares, training, and equipment replacement strategies to include peculiar support or test equipment); (16) Current or planned usage of equipment in other commercial or military aircraft applications, number of units in service, and national stock numbers if applicable; (17) Applicability of proposed equipment/suites of equipment to other military platforms; (18) Identify the size and socioeconomic status of your business (e.g. small, large, small disadvantaged); (19) Existing Government rights to software and hardware solutions. In addition, the Government understands that very few if any contractors can respond to all requested information. Thus the Government will accept partial responses to this RFI.
