Coastal Systems Station, Dahlgren Division, Naval Surface Warfare
Center, intends to procure Submersible Nongasoline Burning Outboard
Engines (NBOE). This procurement will be accomplished in two (2)
phases. Phase one (1) is for 6 Advanced Development Models (ADMs) and
phase two (2) will be for a follow-on production contract. Two (2) of
the ADM NBOEs shall be equipped with conventional remote gear shift,
steering, and throttle control for a 15 foot Boston Whaler test boat.
The other four (4) shall be equipped with conventional tiller control.
The two (2) ADM NBOEs, equipped with remote control, shall be fitted
with stainless steel propellers with a pitch and diameter that will
allow them to maintain maximum RPM/speed when mounted on the 15 foot
Boston Whaler test boat carrying a payload of 500 lbs. The other four
(4) ADM NBOEs, equipped with tiller control, shall be fitted with
stainless steel propellers with a pitch and diameter that allows them
to meet the power requirements cited in the performance specifications
-- when mounted on a Combat Rubber Raiding Craft-Large (ZODIAC F-470,
1995 model) loaded with a 1500 lb payload (this payload does not
include the weight of the CRRC-L nor the ADM NBOE) the ADM NBOE shall
be capable of propelling this configuration 18 to 20 miles per hour in
calm water. Each of the ADM NBOEs shall be supplied with two (2) fuel
systems as cited in the performance specifications. One complete
production quality Engine Maintenance Kit (EMK) shall be provided as
cited in the performance specifications. A draft operator's technical
manual shall be provided for each of the ADM NBOEs as cited in the
performance specifications. Draft New Equipment Training (NET) and
Instructor and Key Personnel Training (IKPT) plans will be required as
cited in the performance specifications. Engineering support/services
during ADM NBOE testing shall be provided immediately after delivery
for approximately six (6) months as cited in the performance
specifications. Phase one (1) will be a competitive procurement and
phase two (2) will be a follow-on contract to be negotiated with the
phase one (1) contractor. The period of performance for the phase one
(1) contract will be for 18 to 22 months. Phase two (2) contract
quantities are presently estimated to be from 1000 to 1500 of the
production NBOEs, a final, accurate count will be available prior to
award of this contract. The production contract will include technical
support/services and other hardware items as cited in the performance
specifications. To be considered, proposals must clearly and
convincingly show the contractor's ability and plan for
manufacture/production of the quantities defined and his ability to
support these NBOEs during Government testing of the ADM NBOE, support
during fielding of production NBOEs, and support after the equipment
