for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation; bids
are being requested and a written solicitation will not be issued. The
solicitation number is 243-IFB-98-4009, and is issued as an invitation
for bids. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-02.
There is no set-aside for this solicitation. The standard industrial
classification code is 2499 and small business size standard is 500.

provision outlines elements specific to acquisition of treated wood
products, including submittal requirements, and packaging and shipment
provisions. II MATERIAL A. Preservative All lumber in this lot will be
treated for fresh water ground contact. The pressure treatment shall be
applied in accordance with AWPA C2. The preservative shall be one of he
following, with the minimum net retention listed in pounds per cubic
foot (pcf) in the second column: Preservative Retention (pcf) 1..
pentachlorophenol 0.50 2. ammonical copper zinc arsenate (ACZA) 0.40 3.
chromated copper arsenate (CCA) 0.40 * 4. ammonical copper quat. (ACQ)
0.40 5. copper naphthenate 0.040 * Important note: It is recognized by
the AWPA that Douglas fir is extremely difficult to treat with CCA, and
therefore, CCA-treated Douglas fir will not be accepted. B. Wood
Products: The specifications below apply to dimension lumber and
timbers. Shall be Hem-Fir.Douglas Fir-Larch will be accepted only of it
is treated with a preservative other than CCA. 4"x4" and smaller shall
be graded "Light Framing, Standard." Larger than 4" in any dimension
shall be graded "No. 2" or better. Shall be incised prior to treatment
Shall be cut to finished dimensions prior to treatment. Shall bear an
approved ALSC quality mark assuring treatment is in conformance with
appropriate AWPA standards. Shall be kiln-dried to maximum content
after treatment and before packaging. III. SUBMITTALS A. At a minimum,
the following are required prior to award of this contract: 1. The
preservative and retention to be used. 2. The lumber species and grade
to be used. 3. Assurance that all wood products will be cut to
finished dimensions prior to treatment. 4. A copy of the approved ALSC
quality mark that will be stamped onto each individual piece prior to
packaging. 5.. The estimated number of bundles for each village, with
the estimated weight and dimension of each bundle (weight not toexceed
3000 pounds per bundle). 6. Submittals shall include a letter from the
prospective contractor describing the above requirements, with
descriptive literature, catalog cut sheets, and any other information
which indicates compliance with these specifications attached to the
letter. The letter shall accompany your bid. IV. PACKAGING AND SHIPPING
All lumber shall be packaged for rough ocean transport. Bundles shall
be squared to the maximum extent possible to permit efficient stowing
on barges. Bundles will be strapped to 4"x4" minimum cross skids using
1 " steel bands to allow movement by forklift. Maximum bundle weight
shall not exceed 3000 pounds. Each bundle shall be clearly marked. The
mark shall include PHS REP, the village name, and an information
contact number -- (907) 729-3500. The date for delivery is May 1, 1998
and place of delivery and acceptance and FOB point is Alaska Area
Native Health Service, Office of Environmental Health and Engineering,
131 Orca Street, Anchorage, Alaska 99501. Mark for PHS REP -- Brian
Twohy, Kotlik, Alaska 99620. The FAR provision at 52.212-1,
Instructions to Offerors Commercial, applies to this acquisition. The
FAR provision at 52.212-2, Evaluation Commercial Items, is applicable
to this acquisition. The evaluation criteria to be included in
paragraph (a) of that provision are, technical capability of the items,
price of items, and past performance of the offeror. All offerors are
required to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications Commercial Items, The FAR
provision at 52.212-4, Contract Terms and Conditions Commercial Items,
applies to this acquisition. The date offers are due is February 25,
1998 at 3:00pm. Bids should be faxed or hand carried to Alaska Area
