COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN
ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as
Request for Proposal No. RP98-012. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46 is being issued unrestricted under Standard
Industrial Classification Code 3826 with a size standard of 500
employees. Delivery is desired no later than 30 days after receipt of
contract. Offers shall be submitted for one each of the following items
or functionally equivalent products which meet the specifications
below: (001) Suprafusion 2500 apparatus 18 channel, Brandel #SF2518 or
equal; (002) Environmental Control System, Brandel #ECS-118 or equal;
(003) Circulating Water Bath, Brandel #CWB-100 or equal; (004)
Stimulator and probes, Brandel #ES2-189-55 or equal; and (005)
Collection vial ice tray, Brandel #CWT-118. SPECIFICATIONS for
SUPRAFUSION APPARATUS: The required apparatus will allow fully
programable perfusion of up to 18 independent tissues, will allow
electrical stimulation of the tissue, during perfusion and will allow
perfusion with up to 6 different and one common reagent. Specific
requirements of the apparatus are as follows: -0.30 ml Reaction Chamber
volume; -flourosilicon tubing from reagent reservoir to sample
collection point; -18 independent reaction chambers to allow
simultaneous perfusion of 18 tissues; -- variable speed Peristaltic
pump with individual flow adjustment for each reaction chamber or
perfusion cell; -collection vial tray with ice cooling capacity;
-temperature controlled reaction chamber block to allow perfusion cells
to be maintained at variable temperatures to include but not be limited
to a range of 40 degrees C to 20 degrees C; -- complete set of 18 (plus
two spare) non-conductive probes; -reagent tray for test tubes with
provision for reagent gassing with one or two gasses; capability to
maintain a uniform adjustable temperature throughout the system
including reagent reservoirs, peristaltic pump, reaction chamber block
and all transmission tubing; -unit should be fully programable,
(without the need for an external computer) for control of such
functions as peristaltic pump speed, position of reagent uptake probe,
and position of fraction collector delivery needle. For example the
unit should be capable of flexible programming to allow reagent to be
aspirated from a variety of different types of reservoir vessels and
for sample to be collected into a variety of different collection
vessels such as vials, eppendorf tubes, 96 well plates, etc. The
collection vessel rack and reagent reservoir rack should be
sufficiently flexible to allow secure use of various types of vessels.
The internal computer of the unit should be able to store at least 10
different programs with capacity for each program to consist of 250
lines of code; -unit should have an RS-232 port so that programs can be
transferred to and from the suprafusion unit and some external
computer; -unit should have the capability to allow electrical
stimulation of the tissue for studies of modulation of stimulated
release; -- electrical stimulator should have features of variable
output from at least 0 to 200 milliamps per channel with mono or
biphasic output, -should be current regulated, -- should include a
complete set of wired probes for electrical stimulation, -should allow
visual confirmation of the applied current in some kind of graphic
display such as a bar graph, -should allow detailed visual examination
of output for any single channel, -each cell should be independently
regulated and adjustable, -electrical stimulation output should be
capable of sine or triangular waveshape. EVALUATION FACTORS: Offers
will be evaluated on their ability to meet or exceed the stated
specifications and demonstrated past performance on contracts of
similar size and complexity to this requirement (include names and
addresses of Company/ Government Agency, name and telephone numbers of
customer contacts along with contract number, and description of work
performed with your offer.) Technical proposals and cost or price are
approximately equal in importance. The Government intends to make a
single award to the responsible offeror whose proposal conforms to all
requirements of the solicitation and is considered the best value to
the Government. Offers shall be proposed based on F.O.B. Destination
(Morgantown, West Virginia) and the requirements at FAR 52.214.21
"Descriptive Literature" apply. Information provided must clearly
demonstrate that all items offered meet or exceed the salient features
stated or your offer may be rejected. The following FAR provisions
apply to this solicitation: FAR 52.212-1, Instructions to Offerors --
Commercial Items; 52.212-4, Contract Terms and Conditions -- Commercial
Items and 52.212-5 Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. Additionally, the
following FAR clauses cited in Clause 52.212-5 are also applicable to
this acquisition as follows: 52.222.26 "Equal Opportunity"; 52.222-35
"Affirmative Action for Special Disabled and Vietnam Era Veterans";
52.222-36 "Affirmative Action for Handicapped Workers"; 52.222-37
"Employment Reports on Special Disabled Veterans and Veterans of
Vietnam Era"; 52.225-3 "Buy American Act -- Supplies"; 52.225-18

26505: (1) original and two copies of a completed SF 1449, signed by an
individual authorized to bind the organization; (2) Pricing Schedule
for each contract line item and a delivery schedule for each; (3)
completed Representations and Certifications -- Commercial Items, FAR
52,212-3; (4) descriptive literature and other information
demonstrating compliance with specification for evaluation purposes;
and (5) acknowledgment of solicitation amendments, if any. Offers that
fail to furnish the required information, or reject the terms and
conditions of the solicitation may be excluded from consideration.
