681-0642/0601 This is a sources sought market survey to identify
sources only. A solicitation package is not available at this time. The
National Guard Bureau (NGB) has a continuing requirement for C-22B
(B727-100) aircrew training for assigned Air National Guard (ANG)
pilots and is interested in locating qualified sources to provide the
training. The training requirement is expected to consist of initial,
refresher, and supplemental training for ANG pilots and flight
engineers to enable them to maintain currency and for initial and
refresher training for in-flight passenger service specialist. The
courses to be taught shall be FAA certified commercial off-the-shelf
training products that provide system and procedure training and
incorporate instruction on crew resource management (CRM) and
instrument refresher training (IRT). Detailed requirements will be
specified in the solicitation document when it is released. To be
considered a responsible prospective contractor, an offeror must be
capable of furnishing fully qualified courseware, instructors, training
facilities, and an FAA certified C-22B (B727-100), Level 3 simulator
and any required cockpit procedures trainers/modules, modified or
capable of being modified, to reflect the current configuration of
aircraft assigned to the 201 Airlift Squadron. All requirements must be
immediately available to perform the contract upon award. This
procurement is a follow-on to the training services currently being
furnished by PanAm International Flight Academy under AETC contract
F41689-93-D-0709. Solicitation release is anticipated in March 1998.
The contemplated firm-fixed price (FFP), indefinite-delivery,
indefinite-quantity (IDIQ) contract is anticipated to include a base
year [FY99 (1 October 1998 through 30 September 1999)] with four annual
option years (FY00 -- FY03). Interested offerors should provide a copy
of their statement of capability (SOC), to include course syllabi for
the courses of instruction, to NGB-AQC; ATTN: Maj Deborah Shaw; 5109
Leesburg Pike, SkylineVI, Suite 401B; Falls Church, VA 22041-3201 ASAP
but NLT 20 February 1998. Facsimiles will not be accepted. This notice
does not obligate the government to issue requests for
quotations/proposals or award contracts for the subject training
services. Nor shall the government be obligated to pay for any
information developed and/or furnished by potential sources in response
