Bonnie Holland, bholland. The Defense Science Board Task Force on
Military Operations in built-up areas clearly found that MOUT
capabilities throughout the force are not adequate, and recommended an
Advanced Concept Technology Demonstration (ACTD) to address the most
pressing deficiencies. As a result, a joint Army/Marine Corps MOUT ACTD
was created to improve the operational effectiveness of soldiers and
marines in urban or built-up areas. The ACTD will leverage on-going
tech- nology developments in identifying and experimenting with the
best material solutions to meet the prioritized MOUT ACTD user
requirements. The MOUT ACTD functional area to be considered here is in
the Engagement arena. The following are eleven user requirements in
this area: 1) Ability to remotely deliver marking material, for both
visible and non-visible, for enemy and friendly targets; 2) Require
proactive ability to detect and disarm booby traps and mines; 3) Im-
proved weapon sling allowing weapon to remain pointed at objective
while soldier removes one or both hands from weapon; 4) Soft or
frangible round which will incapacitate the human body and at same time
will not penetrate in- terior walls behind the target and going on
through to another room; 5) Improved family of non-lethal
weapons/devices; 6) Require fast and easy way to blow a man-sized hole
(approximately 1 meter diameter) through concrete wall/ceiling; 7)
Family of precision mortars for penetration,obscuration and
illumination; 8) Non-explosive breech capability to open doors, windows
and locks; both stealth and quick "shoot through" methods; 9) Require
a safe, blunt training munition for use primarily in MOUT environments
fired from existing weapon platforms; 10) Non-lethal grenades; 11)
Point munition for individual soldier to defeat light armored vehicles,
neutralize bunkers and reinforced concrete structures. Each of these
requirements has an associated criteria worksheet describing the
current deficiency, the requirement and all other pertinent
information. All requests for copies of the requirements criteria or

these eleven requirements should submit all information within 30 days
of publication of this notice. Desired information would include:
detailed technical information, drawings or sketches, existing data
supporting performance capabilities, availability and cost. All
