Architect-engineer services are required for preparation of the
facility design, related studies, and support during construction for
a Public Safety Center at the Defense Distribution Depot in New
Cumberland, PA. The estimated construction cost is in the range of
$2,500,000-$5,000,000. Approximate project start is scheduled for 1
July 1998 with a completion date of 1 September 1999. This procurement
is unrestricted and is therefore open to all businesses regardless of
business size. SUBCONTRACTING INFORMATION: If the selected firm is a
large business concern, a subcontracting plan with the final fee
proposal will be required, consistent with Section 806 (b) of PL
100-180, 95-507, and 99-661. A minimum of 30% of the total planned
subcontracting dollars shall be placed with small business concerns. At
least 15% of total planned subcontracting dollars shall be placed with
small disadvantaged businesses, including Historically Black College
and University or Minority Institutions, and 8% with women-owned small
businesses. The plan is not required with this submittal. 2. PROJECT
INFORMATION: a. In general terms, the project is to design a Public
Safety Center to provide a consolidated facility to house the
installation fire department, police force, safety/health
professionals, physical/information/ personnel security officers,
investigators, director and staff. The requirements for the fire
department include an apparatus room for emergency response vehicles,
dormitory space, a kitchen, a dining area, a day room and physical
training room for firefighters that are on duty for 24 hour periods, a
training room with storage space, a self contained breathing apparatus
clean room, a fire extinguisher shop, a work/repair shop, a medical
decontamination and supply room, a fire prevention office with storage,
a hose and equipment store room, a union office, male and female
latrines with showers and lockers, supervisory administrative space
(private offices) for two assistant fire chiefs and the fire chief, a
supervisory dormitory and a supervisory latrine with shower. The
requirements for the police department include a captain s
administrative area, an emergency services dispatch area with a raised
floor and bullet proof glass with pass through window and drawer, male
and female latrines with showers, male and female latrines for public
use, a break room for on duty personnel, a training room, a storage
room, a file storage room, an equipment storeroom, an administrative
area for four persons, three interview rooms with sound insulated walls
and one way glass lite in each door, a male and female locker room
adjacent to the male/female latrines, an arms room meeting all of the
requirements for this type of room, a reception area for visitors, a
formation room for meetings and briefings, a police chief s office, a
pass and ID registration area, and mechanical and circulation space.
Additional requirements include site improvements, connection to
existing utilities (electric, steam, water, sanitary sewer, storm
sewer, and natural gas), parking for employees and visitors, a remote
controlled gate, covered parking for patrol vehicles, sidewalks, and
paved driveways and roadways to connect the facility to existing
installation roadways. Heating will be by steam supplied from the
installation s central heating plant along with a separate oil fired
boiler to provide heat for the dormitories during non-heating periods.
Air conditioning will be provided by a central unit. Handicapped
access will be provided to the public areas of the facility only as the
remainder of the facility will be occupied by able-bodied firefighters
and police. A fire protection sprinkler system will be installed in
the entire facility. A laundry room and a detention room is required.
The safety/health office requirements include administrative space with
a file storage room and a small equipment room to store/calibrate
industrial and safety equipment. Designs are to be in metric units.
Completed documents shall include detailed construction plans,
specifications, design analysis, estimate of construction cost, and
related administrative data. b. The AE firm selected shall provide the
final design products in the AutoCAD Version 12 format. The design is
not required to be performed using a specific CADD system. However,
the AE will be required to provide any digitizing and/or translation
services necessary to deliver the final design products in the
aforementioned CADD format. The products delivered must be able to be
accessed directly by the Government s target CADD system without
requiring translation, preprocessing, postprocessing or additional
software. It will be the responsibility of the selected AE firm to
ensure this level of compatibility. c. The above described work may
require some or all of the following disciplines: Registration is
required on these disciplines: architects, landscape architects, civil,
electrical, fire protection, geotechnical, mechanical, plumbing, &
structural engineers. The following disciplines arealso required:
interior designers; specification writers; designers & technicians;
draftspersons & CADD operators; historian; cost estimators; surveyor &
survey team; certified industrial hygienist & technician; and
clerical/word processors. 3. SELECTION CRITERIA: The criteria which
will be the basis for selecting firms are identified in General
Numbered Note 24. See Note 24 for general submission requirements. Note
24 is written in detail in any Monday issue of the CBD. Additional
special criteria include the following: a. All responding AE firms must
provide discussion of their ability to provide the final design
products in the indicated CADD format. b. All responding A-E firms must
provide a discussion of their specialized experience in the design of
combined fire and police stations. 4. SUBMISSION REQUIREMENTS:
Interested firms being able to perform this work must submit SF 255 for
the prime and SF 254 for the prime and for each consultant to US Army
Corps of Engineers, 10 South Howard St., Room 7000, Baltimore, MD
21201, Attn: S. Sonenthal. Submissions are due not later than 1600 on
04 March 1998. The SF 255 and SF 254 shall clearly indicate the
staffing of the offices indicated to do the work. Please submit only
one SF 255 and one of each SF254. We may request that short listed
firms submit extra copies of their proposals. The Baltimore District
does not retain SF 254's on file. In SF 255, block 3b, provide the
firm's ACASS (Architect-Engineer Contract Administration Support
System) number. If your firm does not have an ACASS number, call
503-808-4591 to obtain it from the Portland District Corps of Engineers
ACASS database section. Provide the ACASS numbers for the consultants
in Block 6 of the SF 255. In SF 255, Block 9, provide contract award
dates for all projects listed in that section. One preselection board
and one selection board will be conducted from this solicitation. We
