Contracting Officer: Leonel T. Pizarro The United States Agency for
International Development (USAID) Mission to El Salvador is seeking
applications (Standard Form 171) from an interested individual to work
under a Personal Services Contract (PSC) as Senior Policy Advisor to
the National Justice Sector Coordinating Commission (JSCC) and its
Secretariat, the Technical Executive Unit (UTE) and USAID in the
design, execution, and monitoring of activities under USAID's Rule of
Law Program. The Contractor's position requires sound and independent
judgment, excellent inter-personal skills, and deep knowledge of
technical and institutional aspects of justice sector development in
Latin America. This position has been classified at a U.S. Government
GS-13 level, which has a salary range of U.S.Dollars ($51,003-$66,303)
per annum. The actual salary of the successful candidate will be
negotiated within this range depending on qualifications and previous
earning history. (1) The Contractor is expected to advise on a wide
range of activities to strengthen legal/judicial protection;(2) The
Contractor is expected to be well versed in team skills and committed
to the team mode of operation; (3) Travel within El Salvador will be
undertaken on a regular basis, and the Contractor should anticipate
being on the road at least once a month and occasionally more; (4) The
Contractor will have office space located in UTE headquarters in San
Salvador and in USAID/San Salvador; (5) Assistance provided by the
Contractor will consistently consider how to best encourage
sustainable, high quality, justice sector leadership by the JSCC and
the UTE. This assistance is provided in the transitional phase during
which USAID is decreasing its previously high level of project support
to El Salvador's Justice Sector. Therefore, the Contractor must
consistently take a facilitative rather than directive role and suggest
assistance activities to ensure good leadership by the JSCC and the UTE
in developing and implementing a leadership and institutional
coordination agenda. The Contractor is expected to adhere to the core
values of USAID in all work assignments; Required Qualifications: The
Rule of Law Advisor must possess a JD or Master Degree in law,
political science or a related field; Five years' previous overseas
experience managing democracy, non-governmental organization or rule of
law programs/activities or equivalent experience is required; A general
knowledge of USAID policies and programming systems is highly
desirable, as well as experience working in another USAID Rule of Law
program; Strong managerial, on conceptualization, analytical, writing
and communications skills. A full range of computer skills is
essential; Fluent Spanish and English (S-4, R-4) is required; Applicant
