CONTRACTING OFFICER: Steven L. Zangwill (301) 443-2750 The Health
Resources and Services Administration, Division of Grants and
Procurement is seeking sources capable of providing private sector
temporaries for three broad types of administrative support and
clerical services Nationwide. GENERAL CLERK LEVEL II -- IV: Level of
performance for these positions varies from simply following a number
of specific procedures to complete repetitive tasks in a prescribed or
slightly varied sequence to using some subject-matter knowledge and
judgement to complete assignments consisting of numerous steps that
vary in nature and sequence. Typically tasks include sorting, arranging
and coding of documents for filing and filing those materials in
extensive alphabetical, numerical or chronological order; simple
posting to include accounts; opening mail and referring it to
appropriate staff; duplicating, sending and receiving office documents
using standard equipment such as XEROX and FAX; answering main office
telephone, transferring calls to individuals requested byname or
referring more complex requests for information to higher level support
staff; consulting manuals, guides and procedures to solve problems; and
referring problems not solvable by adopting or interpreting substantive
guides, manuals and procedures to higher level staff. Knowledge and
abilities should include familiarity with office terminology, simple
office machines, telephone answering procedures, filing procedures and
the use of manuals, guides and procedures. WORD PROCESSOR LEVEL I --
III: The work requires both a comprehensive knowledge of word
processing software applications and office practices and a high degree
of skill in applying software functions to prepare compete and detailed
documents. The level of performance varies from performing familiar,
routine assignments following standard procedures to independently
completing assignments and resolving problems. Tasks typically include
applying knowledge of varied software functions to produce a variety
of standard documents, such as correspondence, form letters, reports,
tables, tabular or statistical material using a personal computer;
applying knowledge of varied software functions to process complex and
lengthy technical reports which include tables, graphs, charts or
multiple columns; using advanced functions of one software type; using
specialized or technical terminology to edit and reformat written or
electronic drafts using correctional function codes, spacing and
formatting codes; and transcribing from vice tapes or handwritten
drafts. Knowledge and abilities should include typing skills; knowledge
of grammar, punctuation, and spelling; a comprehensive knowledge of
word processing and other software applications; office practice
skills; and the ability to use reference guides and equipment manuals.
SECRETARY I-V: Level of performance varies from being directly
supervised and guided to more independently making decisions. Overall,
provides secretarial support to an office, usually to one individual
and in some cases also to the subordinate staff of that individual.
Tasks typically include maintaining a close and highly responsive
relationship to the day-to-day activities of the supervisor and staff;
and performing a full range of clerical and administrative support
functions for the office including arranging for meetings and travel,
assembling reports, using office automation hardware and software to
produce letters and memoranda, scheduling meetings, maintaining
appointment calendars, processing incoming correspondence, receiving
and responding to personal callers and telephone inquires. Knowledge
and abilities should include familiarity with Federal government
organization and work procedures; effective oral and written
communication; effective use of grammar, spelling, punctuation; and
familiarity with required formats for letters, memos, travel orders and
the like. Submissions should be limited to 15 pages and should offer a
pertinent and specific response to the two technical requirements: (1)
Experience: include an outline of previous projects, and specific work
previously performed or being performed. Include work experience with
any Federal government agencies. (2) Personnel: include the names,
professional qualifications and specific experience for technical
personnel and any other relevant personnel who would be performing the
services listed above. Provide any other specific and pertinent
information as pertains to this particular area of procurement that
would enhance our consideration and evaluation of the information
submitted. It is the HRSA's intention to create a current bidder's list
for these services. The government reserves the right to set this
acquisition aside for small business. The applicable SIC code for this
requirement is 8999 and the corresponding size standard is $5.0M. This
synopsis is for planning purposes only and does not constitute a
solicitation for bids/proposals. The Government will not pay for any
information submitted in response to this announcement. At this time,
there is neither a solicitation package available nor is one
