R -- JOB ANALYSIS & EXAMINER TEST DEVELOPMENT POC Kathleen Scherf, Contract Specialist, 202-874-5144 The Office of the Comptroller of the Currency has the need for a qualified Contractor to perform a job analysis of the Bank Examiner occupation and to validate its testing and selection system, based on the job analysis, for hiring into the occupation. The contractor must perform the following processes: 1) Conduct an analysis of the bank examiner occupation and document the knowledge, skills and abilities, and other factors required to perform the tasks well at every working level of the occupation. Currently, OCC recognizes eight major working levels in the occupation: three trainee levels, three journeyman to senior levels and two expert levels. Within these levels are examiners who are assigned to generalists positions and five speciality areas: asset management, consumer, bank information systems, capital markets, and credit; 2) Evaluate the current testing and selection systems used to hire into the examiner occupation to determine if they are supported by the results of the job analysis and sufficient for hiring into the bank examiner occupation. Make a determination as to whether the current systems can be validated and if they are in accordance with the Federal Uniform Guidelines on Employee Selection Procedures; 3) If the current testing and selection system is found to be invalid or not in compliance with the Uniform Guidelines on Employee Selection, either update the current system or develop new testing and evaluation tools. The OCC is required to conduct a test of applicants for the OC-8 entry level Assistant National Bank Examiner position which measures the technical knowledge required for the position. Additionally, the OCC will test the oral and written communication skills of applicants for all levels of the occupation (assuming the requirement for communication skills is supported by the job analysis). The following test instruments must be developed: a test to measure knowledge required for the OC-8 entry level position and test(s) to measure oral and written communication skills at the eight major working levels of the occupation (see #1). OCC requires a Contractor able to defend its products in the event of a legal action against the OCC. In addition, the selection system must incorporate a defensible method for applying veterans' preference as required by Federal regulations; 4) Develop support materials for any necessary changes to the testing and selection process. These materials must include, but are not be limited to testing instruments, test scoring keys, standards and instructions; evaluator's instructions or manual; training course for evaluators including lesson plan and instructors guide; and a process for conducting on-going test validation. The OCC does not intend to award a contract on the basis of this notice and will not pay for any information received as the result of this synopsis. The anticipated SIC Code is 8748, Business Consulting Services, Not Elsewhere Classified. The size standard for small businesses is $5 million in annual receipts.
