widening, and resurfacing with asphaltic concrete approximately 10
miles of existing roads in an exclusion area requiring escorts and
other security measures; constructing drainage structures and extending
pipe culverts; constructing two new security entrances with motorized
gates, cable beam barrier and hydraulic barricade; and constructing a
sentry station. Construct Avenue 6242 extension (approximately 0.5
miles of new asphaltic concrete road). OPTION 1: Furnish two substation
transformers for Substation C. OPTION 2: Package B -- Buildings. The
work consists of erecting two pre-engineered metal buildings, the
PEF/TCH/TAP Laundry (approximately 288' by 90') and the Battery
Recharge Building (approximately 50' by 36'). The buildings have
standing seam metal roofs, concrete floors, asphaltic vehicular
circulation roads and asphaltic and concrete parking areas. Work also
includes pre-engineered metal refueling canopy (approximately 66' by
36') and emergency generator. OPTION 3: The work consists of
contructing approximately 2.5 miles of new asphaltic concrete road;
repairing, widening, and resurfacing with asphaltic concrete
approximately 3 miles of existing roads; constructing drainage
structures and extending pipe culverts. Replacing two substation
transformers at Substation C with the new transformers provided by
Option 1, providing outgoing feeder bay and associated circuit breaker,
and providing aerial distribution circuit from Substation C to the
switchyard of the Chemical Stockpile Disposal Plant. Estimated
magnitude of work is between $100,000,000.00 and $250,000,000.00. Issue
date for solicitation will be on or about February 24, 1998 at a cost
of $299.00 for solicitation and full size drawings; $229.00 for
solicitation and half size drawings; $69.00 for solicitation only (all
charges are nonrefundable). Solicitation documents will be made
available upon written request to include check or money order (NO
CASH) payable to the FAO, US Army, LRD, and mailed to the Contracting
Division at the above address (NO FAXes). In order to receive documents
in a timely manner, requests should be received by February 11, 1998.
Bid opening date will be on or about March 26, 1998 at 2:00 p.m. This
proposed procurement is unrestricted. SIC: 1629. If a subcontracting
plan is required, the following minimum subcontracting goals for the
Little Rock District will be applicable: 55% of the contractor's total
intended subcontracted amount be placed with Small Businesses
(including small disadvantaged and woman-owned businesses); 8.5% of the
total subcontracted amount be placed with small disadvantaged
businesses, 3% of the total subcontracted amount be placed with
woman-owned businesses; and 5.5% of the total subcontracted amount be
placed with historically black colleges or universities/minority
