a synopsis that was previously published in the CBD on June 20, 1997.
The FDA has a requirement for Operation, Maintenance, and Support
Services at Muirkirk Road Campus in Beltsville, Maryland. The facility
includes three buildings: the Beltsville Research Facility (BRF),
Module I and II. BRF consists of an administrative building containing
offices and laboratories which total approximately 4,738 square
meters. Module I is a four story building of approximately 9,290 net
assignable square meters and approximately 21,832 gross square meters.
Mod I consists of laboratories, animal rooms and offices. Module II
was dedicated in 1996 and was built using the most modern equipment to
date. The main building is four stories totaling approximately 11,613
square meters. It consists of laboratories, office space and a small
animal holding section. The associated out buildings consists of 18
buildings (excluding sheds and stables) totaling approximately 2,787
square meters. The successful offeror will furnish all labor,
materials, and equipment in order to provide a full range of building
operational maintenance and support services involving:
alteration/repair and support services for mechanical systems
consisting of a number of separate specialized heating, ventilating,
air conditioning, and exhaust systems; electrical systems, and
specialized equipment. The specialized equipment includes steam
sterilization, steam humidification, cage and rack washing equipment,
cart washers, laboratory glass washer and dryers, medical gas piping
systems and numerous other items of built-in specialty lab equipment.
The successful offeror will possess corporate expertise in engineering
and management skills that can provide sound leadership. A fixed price
contract is contemplated with a one year performance period with four
(4) one year option periods. The procurement is designated as a full
and open competition under SIC Code 8744 with a size standard of $13.5
million. Services for alterations and repair on an Indefinite Quantity
are included. The indefinite delivery portion of the contract has an
estimated total value of $3,600,000 if all options are exercised. The
estimated maximum per delivery order is $100,000. All parties
