necessary to repair approximately 110 linear feet of steel sheet
piling, demolish a small building, perform asphalt patching and
miscellaneous associated work at U.S. Coast Guard Battery Park Building
located adjacent to Battery Park in lower Manhattan, New York City. All
work shall be completed within 60 calendar days after receipt of Notice
to Proceed. This Invitation for Bids is being issued pursuant to the
Small Business Competitiveness Demonstration Program and is open to
both large and small business participation and is estimated between
$100,000 and $250,000. The applicable SIC Code is 1629. Plans and
specifications will be available at a non-refundable charge of $15 per
set. Checks and money orders are required and should be made payable
to U.S. COAST GUARD. Cash will not be accepted. Plans and
specifications will be available on or about 24 February 1998. For
Minority, Women Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU) has programs to assist minority, women
owned and disadvantaged business enterprises to acquire short term
working capital and bonding assistance for transportation related
contracts. This is applicable to any eligible prime or subcontract at
any tier. The DOT Bonding Assistance Program enables firms to apply for
bid, performance and payment bonds up to $1 million per contract. The
DOT provides an 80% guaranty on the bond amount to a surety against
loses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
