synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation of this requirement, proposals are being requested
and a solicitation package will not be issued. This combined
synopsis/solicitation incorporates provisions and clauses that are in
effect through the Federal Acquisition Circular 97-2. The Request for
Proposal (RFP) Number is 7167. This procurement is a 100% small
business set aside under the standard industrial classification code
3663. The small business size standard is 750 employees. The FBI
proposes to procure five (5) Burle, TC4210 Phone Line Video
Transmitters, five (5) Burle, TC4211 Phone Line Video Transeivers, five
(5) Burle TC4212 Hand held Programmers, twenty-five (25) GYYR FasTrans
FT2004R Video Receivers and twenty-five (25) GYYR FasTrans FT2004T
Video Transmitters. The system Salient characteristics for the Burle
equipment include, but are not limited to: Video -- Inputs: 10 cameras,
1-volt p-p composite video, 75 ohm termination, NTSC (color or
monochrome); Output 1-volt p-p composite video, 75 ohm termination,
NTSC. Resolution:(Selectable) 250H x 240V, 376H x 240V, 752H x 240V,
752H x 480V. Audio: Bidirectional, 300Hz to 3000Hz bandwidth, 1.5V p-p
maximum input level. Transmission: Standard dial-up analog telephone
lines (modem) and digital telephone lines(ISDN terminal adapter). Both
conditional and full frame transmission formats(selectable) using JPEG
video image compression standard. Additional Features: Interface for
remote control of pan/tilt/zoom. 10 alarm/control inputs, one per
camera. 10 alarm/control outputs which follow the state of the
corresponding transmitter alarm inputs. Physical Characteristics:
Transceiver -- 19 x 11.5 x 1.8 inches; Transmitter -- 18.5 x 8.7 x 3.5
inches. The system specifications for the GYYR equipment include, but
are not limited to: Video: Inputs -- 4 cameras, 1 volt p-p composite
video, 75 ohm termination, NTSC(color or monochrome). Output -- 1 volt
p-p composite video, 75 ohm termination, NTSC. Resolution -- 640H x
480V x 15 bits full frame. Display Modes -- Full screen, quad,
sequencing. Transmission Speed: Dial-up(28.8 Kbaud modem)- color low
resolution = 3-5 frames per second, color high resolution = 10 seconds
per frame, ISDN (115.2 Kbps, ASYNC) -- color high resolution = 2.5
seconds per frame. Additional Features: RS232C interface for remote
control of pan/tilt/zoom. PCMCIA slot in transmitter for memory card
storage of pre- and post-alarm images; 4 alarm inputs, one per camera.
Physical Characteristics: Receiver -- 8.9 x 11.9 x 2.4 inches, 12
VAC/DC. Transmitter -- 12.13 x.8.75 x 1.9 inches, 12 VAC/DC. All
equipment must be dedicated video phone line transmission systems which
cannot be user altered. The systems cannot be personal computer based.
All equipment must withstand several shipments per year. The above
cited manufacturer model numbers are known to meet the specifications,
and constitute the establishment of a standard of quality, however,
they are not considered to be the only product which will meet the
specifications. Offerors proposing to supply Manufacturers/Models other
than those specified in the notice are required to submit with their
proposals specification data sheets of proposed models sufficient to
enable the Government to determine their technical acceptability with
the specifications stated above. The Government reserves the right to
request product samples which can be tested for compatibility. Required
delivery is 30 days ARO, FOB destination, Engineering Research
Facility, Building 27958-A, Quantico, Virginia 22135. All reasonable
sources may submit a proposal which shall be considered by the agency.
Responses to this notice must be provided in writing. The provisions
of FAR 52.212-1 -- Instructions to Offerors-Commercial Items, 52.212-2
-- Evaluation Commercial Items, 52.212-4 -- Contract Terms and
Conditions -Commercial Items, and 52.212-5 -- Contract Terms and
Conditions Required to Implement Statutes or Executive Order Commercial
Items apply to this acquisition. The evaluation criteria for this
solicitation will consist of technical capability of the offered items
to meet the agency requirements, price and past performance. Technical
capability and past performance when combined are significantly more
important than price/cost. Offerors shall include a completed copy of
the provisions at 52.212-3, Offerer Representations and
Certifications-Commercial Items, with their offer. Standard commercial
warranty is required. Proposals are to be submitted on Standard Form
(SF_ 1449. An original and two copies of the technical proposal and one
copy of the cost proposal are due by 11:00 AM EST, Thursday, February
19, 1998, to the attention of Ms. Margaret Dowd Nagel, Contract
Specialist, Federal Bureau of Investigation, Engineering Research
Facility, Building 27958-A, Quantico, VA 22135. HAND DELIVERIES TO ANY
FBI OFFICE WILL NOT BE ACCEPTED. Offerors shall provide names,
addresses and telephone numbers of customers, either Government or
commercial, that have received the same product during the past three
years (this information is needed for the evaluation of past
performance). Offerors must acquaint themselves with the new
regulations concerning Commercial Item acquisitions contained at FAR
