This amendment is available in its entirety on the ARL homepage
(http://w3.arl.mil/baa). The purpose of this amendment is to announce
that the Information Sciences and Technology Directorate (ISTD) of the
U.S. Army Research Laboratory (ARL) is soliciting research proposals
for a Cooperative Agreement as defined in 31 USC 6305. This Cooperative
Agreement will be a collaborative research program in the research
topic outlined below and will be conducted between the recipient and
the Software Technology Branch of the ISTD of ARL. Proposals submitted
under this amendment are subject to requirements that differ from
those set forth in the ARL BAA in the following areas: 1) Research
Topic 2) White Paper Preparation and Submission 3) Proposal Preparation
and Submission 4) Proposal Evaluation 5) The research topic described
in this amendment is set aside exclusively for HBCU/MI consideration.
6) Proposals submitted in response to this amendment will only be
considered if the offeror is located within a 50 mile radius of
Atlanta, GA 7) To be considered for award, all proposals submitted
under this amendment must be received at ARL by 4:30PM Eastern Time on
13 March 1998 at the following address: U.S. Army Research Laboratory,

Adelphi, Maryland 20783-1197 -- Proposals submitted under this
amendment are limited to the following research topic: Computer
Science/Software Technology Research. The goal of this Cooperative
Agreement will be to explore basic and applied research in the areas of
1. Collaborative Planning/Collaborative Decision Making for Army
Warfighters -- battlefield visualization, distributed collaboration,
information distribution, group dynamics, knowledge representation,
Commander's intent, agent technology, data mining, whiteboard
technology, and the internet. 2. Tactical Internet/Intranet
Technologies forCommand and Control -- the goal of this research area
is to reduce software life cycle costs, increase modularity and
interoperability, increase the productivity of software development and
support organizations, increase the quality and reusability of
components, systems, and products delivered. 3. Database Research --
explore ideas and prototype tools for advanced data management
concepts; implement and experiment with simultaneously and
transparently accessing and manipulating data from many different
databases; investigate new ideas, and design implement, and evaluate
prototype data management tools that support the Army Information
Architecture and Army moderization efforts. 4. Software Engineering
Research -- develop concepts for prototype components of software
engineering technologies that reduce software life-cycle costs,
increase modularity and interoperability, increase productivity of
software development and support organizations, and ease the quality
and reusability of delivered components, systems, and products; explore
technologies that achieve substantial software development,
requirements analysis and definition software management, complexity,
and quality metrics, reuse, transition to Ada, re-engineering,
maintenance, and artifical intelligence tools for software engineering.
5. Additional research efforts within the scope of the Cooperative
Agreement but not explicitly addressed by any other area. The research
proposed must initiate and sustain both evolutionary research
responsive to recognized needs of the current military system, as well
as revolutionary research not specifically focused on current military
applications but capable of providing exciting new opportunities for
meeting our future defense requirements. The Army is driven by
requirements pertinent to development of the digital battlefield.
