Information (RFI), the US Army Communication and Electronics Command,
R&D Center, Command, Control and System Integration Directorate, Power
Sources Division, Power Generation Branch is soliciting information
from manufacturers of Container Handling Equipment (CHE) to transport
an ISO Container that weighs approximately 25,000 lbs (15 tons) by
land, sea, and air modes (C130- and larger). The following are the
specific areas of interest: The container handling equipment must be
capable of cross country mobility, while carrying a container, at
speeds up to 15 mph, it must have highway mobility, while carrying a
container, at speeds up to 55 mph, and it must be capable of
roll-on/roll-off loading and unloading, while carrying a container,
into C-130,C-140 and larger aircraft. Identification of any military
vehicles (i.e. such as the HEMTT (M983)) that can be used to transport
the loaded CHE is also requested. Any CHE device equipped with an
engine(s) shall be capable of operating with diesel or JP-8 fuels.
Interested offerors are requested to submit available information,
including, but not limited to, equipment descriptions, technical
specifications, load capacities, on-road and off-road mobility
capabilities, performance capabilities, operational and test results,
company engineering, development and manufacturing capability,
photographs, availability, and price quotes. The government does not
intend to award a contract on the basis of this RFI or otherwise pay
for information solicited. No funds have been authorized or
appropriated for this effort. The information provided in response to
the RFI may be used by the Government in developing its acquisition
plans. The information presented in the information package provided by
contractors is for information purposes only and does not mandate or
impose requirements. It is highly desirable that data be received with
unlimited rights to the Government. However, we recognize that
proprietary data may be included with the information provided. If so,
clearly mark such proprietary information and clearly separate it from
the unrestricted information as an addendum. Request that all
information be provided within 30 days of the date of this
announcement. Information may be submitted in either via mail or
