POC Todd Olson (301)227-5157 The Carderock Division, Naval Surface
Warfare Center (NSWCCD) seeks sources within industry with the
capability to manufacture an odor barrier bag (OBB) for Navy submarines
that will enable them to comply with Federal and international
regulations which prohibit the disposal of plastics at sea. The Navy is
currently evaluating low cost, existing-technology approaches that
would take advantage of the submarine fleet's trash compactor units to
compact all plastic into specially fabricated trash disposal unit
(TDU) cans. These 23in tall, 9in diameter, 40lb (average weight filled
with compacted, commingled plastics) sheet metal-fabricated TDU cans
would then be placed in a sealable OBB for long term storage (up to 90
days) onboard for shore disposal. Since these TDU cans may have sharp
edges and may involve rough handling causing abrasions to the bag, the
OBBs must have excellent tear and tensile strength properties as well
as an excellent odor barrier polymer that will not allow odors or other
gasses to escape (must be sealable). Potential sources with
off-the-shelf technology are requested to document their experience in
the polymer science and bag manufacturing industry and to submit the
following additional information: (a) potential OBB material and
manufacturing technique that would meet the requirements above; (b)
access to and experience with standard polymer film testing equipment
required to provide data needed for writing specifications; and (c)
estimated production costs to produce candidate OBBs for laboratory
testing at NSWCCD. Responses to this synopsis are requested within 30
days from the date of publication (03/03/98). This synopsis is for
information purposes and to identify capable potential offerors. It
does not constitute an RFP and is not intended to be construed as a
commitment by the Government. There is no information available for
