C -- ARCHITECT-ENGINEER SERVICES FOR VARIOUS ENVIRONMENTAL AND ADMINISTRATIVE PROJECTS AT THE NAVAL COMPLEX, NEWPORT, RI SOL N62472-98-R-6918 DUE 033198 POC Mrs. Beverly Dutra at (401)841-2543, extension 111 This acquisition is 100% SET ASIDE FOR SMALL BUSINESSES. SIC Code 8711 and the size standard is $2,500,000.00. Services will feature requirements in environmental engineering. Support shall be required in the following areas: Environmental Program Management, Assessment and Strategic Planning, Environmental Risk Management and Assessment, Environmental Compliance Evaluations and Site Inspections, Environmental Technical Support, National Environmental Policy Act (NEPA) Documentation and Implementation, Pollution Prevention, Training Support, Environmental Data Management, Hazardous Material Management, Hazardous Waste Management, Air Complaince Management, Potable and Waste Water Management, and Tank Management. Also included may be: attendance and, presentations at meetings using multi-media communication tools to provide technical and managerial support, preparation of architectural perspective renderings, review of shop drawings, preparation of "as-built" drawings, and consultation during construction. There may be asbestos or other hazardous waste connected with projects that may be included in this contract. The firm selected for this contract must be familiar with the preparation of specifications and cost estimates utilizing Naval Facilities Engineering Command (NAVFAC) SPECINTACT program and CES format. Construction cost ranges for these projects are various. This is an Indefinite Delivery A/E contract for the period of twelve months under the basic contract. There will be an option to extend the contract for an additional year. The Government reserves the right to exercise the option for this contract. Subject to necessary changes, the total A/E fee that may be paid under this contract will not exceed $200,000.00 for the basic year contract and will not exceed $200,000.00 for the option year. A/E firms responding to the announcement will be evaluated on the below requirements based upon the following criteria in relative order of importance: a) Knowledge of and previous experience working with National and Local environmental laws b) Knowleddge of and previous experience working with current National and Local environmental issues c) Specialized experience and capabilities in providing a full range of environmental management services to large, national organizations d) Specialized experience and capabilities in all phases of environmental engineering e) Professional qualifications of staff to be assigned with special emphasis on field personnel to be utilized f) Location of firms in the general geographical area of the projects, provided there is an appropriate number of qualified firms therein for consideration g) Capacity to do the work in the required time h) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules i) Quality control program j) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and engery efficiency in facility design k) Volume of work previsously awarded to the firm by the Department of Defense in the past 12 months l) Performance evaluations on recently completed DOD contracts.
