Atlantic Undersea Test and Evaluation Center (AUTEC) of the Naval Undersea Warfare Center Division, Newport, Rhode Island (NUWCDIVNPT) seeks to develop a marine mammal monitoring program. The goal of this program is to conduct visual and aural monitoring at the AUTEC range for the purpose of estimating population densities of marine mammals that frequent the region. AUTEC is now looking to enter into a Cooperative Research and Development Agreement (CRADA) with a researcher or research institution to conduct a joint program. AUTEC is primarily interested in determining the presence of marine mammals during real-time test operations and the development of an historical marine mammal data base. The real-time data acquisition system will be used to alert personnel to the presence of marine mammals during periods of testing. The system must be designed to allow unmanned detection of marine mammals with a reasonable probability of detection and must be designed to notify personnel when marine mammals are detected. The goal of the marine mammal historical data base is to establish population species density. Acoustic data will be used to determine marine mammals for the following characteristics: species identification, individual species count, location, and direction of movement. The acoustic data will be correlated to the visual sighting data, provided by AUTEC, on an opportunistic basis. A cooperative research and development effort may include related technologies. The Government may grant an exclusive or a partially exclusive license on federally owned inventions developed under a Cooperative Research and Development Agreement. Interested parties should request a copy of the Cooperative Research and Development Agreement (CRADA) Opportunity, Marine Mammal Monitoring Program in the Tongue of the Ocean document and must submit a three- to four-page white paper describing the cooperative arrangement envisioned. This paper must include the researcher/research institution's plan for commercial exploitation of technologies and data they are willing to share with the Government as well as physical and financial assets they bring to the partnership. AUTEC/NUWCDIVNPT will work with multiple partners if appropriate. The objectives of Navy domestic technology transfer are: (1) to disseminate technology originally developed in support of military applications for potential alternative uses in the public and private sectors; (2) to provide joint cooperative development programs that address problems of critical concern to the Navy and other agencies or organizations; and (3) to leverage research and development opportunities of mutual interest to the Navy and industrial organizations. In pursuit of these objectives the Navy transfers technology to other Federal Government agencies, state and local governments, small and large United States businesses, nonprofit organizations and such public service organizations as schools, hospitals, and foundations. Under the Navy Domestic Technology Transfer Program, the Government is permitted to receive funds from a non-Federal party. However, the Government is not permitted to fund a non-Federal party.
