intends to issue a sole source RFQ to Mr. Laurence Freedman to provide
expert statistical consulting in cancer prevention for the Division of
Cancer Prevention, Office of the Director on projects associated with
(i) Middle East Cancer Consortium (MECC) Joint Cancer Registration
Project; (ii) Polyp Prevention Trial (PPT); (iii) Breast Cancer
Prevention Trial. For the MECC it is necessary for the
individual/organization to have a solid working relationship with the
participants including a knowledge of the Middle East region and its
politics, to handle sensitive issues, involving partners of Middle East
countries. For analysis work for the PPT results require an
individual/organization with the understanding of the methodology of
the dietary intervention clinical trials, colon cancer epidemiology,
measurement error methods, as well as a close knowledge of the manner
in which the PPT was designed and its data collected. The monitoring of
the BCPT is an extremely complex problem owing to the multiple diseases
that are potentially affected by tamoxifen, some in a beneficial and
some in a harmful ways. The proposed contractor has developed a novel
statistical method for doing this which has been adopted by the members
of the Endpoint Review Safety Monitoring Advisory Committee (ERSMAC).
This study requires an individual/organization with expertise in the
validation of surrogate endpoints in cancer research. Mr. Freedman, a
former NCI employee, has years experience in the above mentioned
studies an in depth knowledge, valuable links and networks all over
which provide him with an expertise and knowledge of this unique
combination of three highly visible projects. This is not a
solicitation for competitive proposals. However,
individuals/organizations who believe they meet all of these
