(912)439-6741. The Office of the Undersecretary of Defense for
Personnel and Readiness [OUSD(P&R)] has wide-ranging responsibility for
force management policy; National Guard and Reserve component affairs;
health affairs; readiness and training; and personnel requirements and
management, including equal opportunity, moral, welfare, and quality of
life matters. To enhance its support of the OUSD(P&R), the Defense
Manpower Data Center (DMDC) requires evaluations, research, and studies
related to DoD personnel policies and programs. Anticipated efforts
which may be conducted include attitude and opinion surveys; personnel
surveys, program evaulations, National Performance Review efforts,
occupational/job studies and analyses; quantitative as well as
qualitative studies and analyses, to include focus group based efforts
and content analyses; market research including recruiter surveys,
market analyses, studies, and advertising research; and demographic
studies. Anticipated task deliverables could include any or all of the
following types of evaluation, research, or studies and analytic
products: 1) Survey planning and execution, in whole or in part, to
measure opinions, attitudes, performance, abilities, and other
characteristics of individuals; 2) Program evaluation planning and
execution, in whole or in part, using representative samply surveys
and/or other data collection methodologies, to measure effects and
characteristics of personnel policies and programs; 3) Technical
reports, to include literature reviews and annotated bibliographies; 4)
Informal technical information; 5) Technical recommendations regarding
management actions, policies, and procedures; 6) Data collection
instruments or methodologies such as surveys and interview protocols,
to include pretesting and feasibility studies; 7) Sampling and
weighting plans, as well as sample selection and response weighting; 8)
Development using various social science methodologies (e.g.,
econometric, psychological, sociological, operations research) of
methods and models for specific problems, programs, or policies (e.g.,
in improving personnel recruitment, utilization, and retention); 9)
Application of methods and models to specific problems, programs, or
policies; 10) Detailed evaluation, research, or studies and analytic
work plans; 11) Briefings in both paper and computer formats; 12)
Adjunct lessons learned technical reports; 13) Diagrams, charts,
tables, graphs, exhibits, vu-graphs, transparencies, slides, film or
photographs, or any combination of these forms; 14) User manuals for
personnel or staffing policy/program implementation; 15) Empirical
databases including documentation (e.g., codebooks, technical manuals),
to include deliverables of databases and documentation in various
computer formats such as compact disks; 16) Database management plans,
procedures, and programs; 17) Computer software, and 18) Selection and
classification research using enlisted aptitude scores. Request for
