synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA Lewis Research
Center (LeRC) intends to procure One IMAGE ACQUISITION SYSTEM. The
SYSTEM shall include (a) Acquisition System Software, (b) One Frame
Grabber Board, (c) One CCD Camera [NOTE: TWO CAMERAS ARE ACTUALLY
REQUIRED, BUT LeRC ALREADY POSSESSES ONE KODAK ES 1 CAMERA, WHICH
PERFORMS ACCEPTABLY FOR THIS PURPOSE], and (d) all connecting hardware,
cables, etc. The SYSTEM shall run on a Pentium PC platform, under the
Windows NT operating system. The SYSTEM shall include all hardware to
connect the CCD Camera to the controlling computer. [NOTE: The
controlling computer is not being purchasedunder this acquisition.] The
SYSTEM shall be capable of acquiring images from a 1000x1000 pixel CCD
sensor at 30 frames per second directly into the host PC memory. The
SYSTEM shall utilize the PCI Bus interface for DMA transfers directly
to the host PC memory. The SYSTEM shall also be capable of acquiring
pairs of image frames form the CCD camera with software-controlled
"frame straddling" exposures. ["Frame Stradling" enables high effective
framing rates from a standard 30 frame per second camera.] The SYSTEM
shall also provide means for controlling external pulsed laser firing
which is synchronized to the double exposure camera image acquisition.
At minimum, the SYSTEM shall include the following components: (a)
High Resolution (at least 1000x1000), (b) Pixel CCD Sensor operating at
30 frames per second and capable of operating in double exposure mode
(as defined by Kodak ES 1.0 Operation Manual), (c) Image Acquisition
Interface Board utilizing PCI interface, (d) Software for control of
all image acquisition, exposure setting, and file saving operations,
and (e) support for control of external pulsed laser firing [NOTE:
Vendor may presume a YAG-type Laser; the Laser is not being purchased
under this procurement]. The ACQUISITION SOFTWARE shall contain the
following capabilities: Basic image acquisition and control via
software, image manipulation and file saving in TIFF, GIF, PCX, BMP,
JPEG and Flat Binary Files, where the first two elements are long
integers defining the x and y dimensions of the image, followed by the
1 byte per pixel raw image data. In addition, the ACQUISITION SOFTWARE
shall include support for simutaneous image acquisition from two CCD
cameras (KODAK ES 1.0 or equivalent) at sustained rates of 30 frames
per second from each camera. Simulteneous image acquisition shall also
support the double exposure operating mode of the CCD camera. The
ACQUISITION SOFTWARE shall permit image sequence acquisition into PC
memory, image sequence playback, and storage to disk. The provisions
and clauses inthe RFQ are those in effect through FAC 97-03. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 5043
and 100 employees, respectively. The quoter shall state in their
quotation their size status for this procurement. All qualified
responsible business sources may submit a quotation which shall be
considered by the agency. Delivery to Lewis Research Center is required
within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating
for this procurement is DO-C9. Quotations for the items(s) described
above may be mailed or faxed to the identified point of contact [or bid
distribution office, by the date/time specified and include,
solicitation number, FOB destination to this Center, proposed delivery
schedule, discount/payment terms, warranty duration (if applicable),
taxpayer identification number (TIN), identification of any special
commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

quotation. Quoters shall provide the information required by FAR
52.212-1. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

acquisition must be submitted in writing no later than 2/9/98.
Quotations are due by 2/12/98 to the address specified above and to the
attention of the Bid Depository. Selection and award will be made (on
an aggregate basis) to the lowest priced, technically acceptable
quoter. Technical acceptability will be determined by information
submitted by the quoter providing a description in sufficient detail to
show that the product quoted meets the Government's requirement.
Quoters must provide copies of the provision at 52.212-3, Offeror
Representation and Certifications -- Commercial Items with their quote.
