(937) 267-3994 Title: A/C Chiller and Cooling Tower Replacement. The
Department of Veterans Affairs Medical Center, Dayton Ohio anticipates
issuing an Engineering Services contract to acquire design and
construction period services for critical air conditioning system
component removal, interim support, and replacement. The buildings
serviced by this system house essential surgical and laboratory
facilities. Design completion time 60 days. Firms will be interviewed
mid March 1998. Project requires removal and disposal of two existing
water chillers and the attached cooling tower, tower pumps, controls
and plumbing. Removed units to be replaced by 640 ton AC chiller, tower
pumps, controls and to be integrated with three existing chillers in
adjoining building. New system must be integrated with existingJohnson
Controls DDC communication system. Design must be phased to provide
interim support of the facility and provide for refrigerant
reclamation, storage and subsequent reuse. The engineering firm
selected for this project will be required to furnish design services
including design concepts, tentative design, working drawings and
specifications, The selected firm will also provide construction period
services which include, site visits, and the review of shop drawings,
samples, equipment, data, and related documents. Please be advised that
this is not a request for proposal. Firms within a 100 mile radius of
Dayton, Ohio are encouraged to submit Standard Forms 254 and 255 by
close of business (4:30pm) 3/5/98. Selection will be based on (1) Team
proposed for this project -- Background of the personnel, Project
manager, other key personnel, and consultant(s); (2) Proposed
Management Plan -- Team organization for design phase and construction
phase; (3) Previous experience of team proposed for this project --
Describe projects; (4) Location and facilities of working office(s),
i.e., Prime firm, and Consultant(s); (5) Proposed design approach for
this project -- Proposed design philosophy, Anticipated
problems/solutions, Energy saving applications, and innovative
approaches to design/construction; (6) Cost Control -- What control
techniques are planned?, Who will be responsible for cost control?, and
Review recent projects to demonstrate ability to meet project cost
target and any additional construction costs caused by design
deficiencies -- not program changes; (7) Estimating Effectiveness --
Review ten most recently bid projects to demonstrate estimating
effectiveness; (8) Schedule Control -- Techniques for assuring that
schedules are met?, and A review of recent projects to demonstrate
ability to meet project schedules; (9) Describe Your Experience and
Capabilities in the Following Areas -- Value Engineering, Life Cycle
Cost Analysis (LCCA), Critical Path Method, Fast-Track Construction,
Energy Conservation, New Energy Resources, Environmental Assessment,
Specialized Experience, Computer Aided Design and Drafting, and Other
Computer Applications; and Miscellaneous -- Describe awards received
for design excellence, Describe circumstance and outcome of any
litigation you have been involved in over the last five years, and
Indicate type and amount of liability insurance you carry. (10)
